Mold Testing and Remediation Overview: Following IICRC S520 Standards

The IICRC S520 standard provides a clear guide for safely managing mold issues in homes and buildings. Its main goals are to protect people, ensure thorough cleanup, and prevent future mold problems.

1. Assessment and Inspection

Initial Assessment:

  • Trained professionals will conduct a detailed inspection of the affected area. This includes visual checks and using tools like moisture meters and infrared cameras to find hidden mold or moisture.
  • Understanding moisture sources is crucial, as mold often arises from water issues or high humidity.

Mold Sampling:

  • Although not always needed, testing (both air and surface samples) can help identify the type and amount of mold present.
  • Sampling is useful when mold is suspected but not visible, such as when there are odors or health concerns.
  • If sampling is done, it must follow proper protocols, with analysis performed by accredited labs.

2. Containment Protocols

Containment Procedures:

  • To stop mold spores from spreading during cleanup, barriers (like plastic sheeting and negative air pressure) are used.
  • The extent of containment varies; small areas might require basic barriers, while larger or heavily contaminated spaces need more extensive containment.
  • Workers must enter and exit through decontamination chambers to avoid spreading mold.

3. Personal Protective Equipment (PPE)

  • Workers should wear appropriate PPE, including gloves, N95 masks, full-body suits, and eye protection.
  • The type of PPE needed depends on how severe the contamination is; more protective gear may be required for heavily affected areas.

4. Remediation Process

Source Control:

  • Addressing the root cause of moisture is essential. This may involve fixing leaks, improving ventilation, or managing humidity.

Cleaning and Removal of Mold:

  • Mold cannot just be treated with chemicals; it must be physically removed.
  • Non-porous materials (like metals and glass) can often be cleaned with HEPA vacuums or damp cloths.
  • Severely affected porous materials (like drywall and carpets) should be removed and disposed of according to local regulations.
  • HEPA air filtration systems should be used to capture airborne mold spores during cleanup.

Cleaning Techniques:

  • Common methods include HEPA vacuuming and scrubbing surfaces where mold is present.
  • Antimicrobial agents may be used, but the focus is on physical removal.

5. Post-Remediation Evaluation

Final Inspection:

  • After cleanup, a visual inspection ensures no visible mold remains.
  • Air and surface tests may be conducted to confirm that mold levels are back to normal.
  • It's crucial to check that the environment is dry to prevent mold from returning.

Documentation and Reporting:

  • Detailed records of the remediation process, including testing results and cleanup procedures, should be maintained.
  • This documentation is important for compliance and may be needed for insurance or legal matters.

6. Ongoing Prevention

  • Educating building occupants about moisture control is vital. This includes maintaining HVAC systems, managing humidity, and promptly addressing leaks.

By adhering to the IICRC S520 standard, mold remediation professionals take a systematic and health-focused approach, ensuring that indoor spaces are restored to safe, mold-free conditions.

WILDOMAR, CA — National Donut Day is always observed on the first Friday in June, and there are plenty of places in the Inland Empire offering deals on the sugary swirls. The Salvation Army’s now legendary “Doughnut Lassies” were the first to fry up the fluffy pastries using helmets of frontline soldiers as their cook-pots during World War I.

Before we dive into where you can score free doughnuts and other deals in Wildomar, a bit of history: National Donut Day was created in Chicago in 1938 as a tribute to the volunteer corps of 250 women who traveled overseas during World War I to provide support to frontline troops. They distributed clothing and supplies and planned to hand out baked goods, a logistically difficult task.

Two of the women, Ensign Margaret Sheldon and Adjutant Helen Purviance, began frying doughnuts in helmets, and the “tasty treats boosted morale and won the hearts of many soldiers,” according to an account by the U.S. World War One Centennial Commission and Doughboy Foundation.

We have 19th-century Dutch immigrants to thank for bringing “olykoeks,” or oily cakes, to New Amsterdam, as Manhattan was known at the time. They were essentially fried dough balls, but over time, they evolved into the ring-shaped treat with a hole in the middle. Americans are said to consume about 10 billion doughnuts a year.

WILDOMAR, CA — An experienced city manager is on his way to becoming the next one for Wildomar.

An employment agreement is expected to be approved during the 6 p.m. May 14 Wildomar City Council meeting, naming Chris Mann as interim city manager.

His employment agreement takes effect May 14 and expires Nov. 14, 2025. The estimated cost to the city for the six-month term is $146,744.09, which includes Mann's pay based on an annual base salary of $250,000 plus benefits, city documents show.

Under the current agreement, Mann is not entitled to any additional compensation or severance pay upon his employment termination.

Mann's contract with the city could expire sooner if a permanent city manager is found before the November date, according to city documents.

Find out what's happening in Lake Elsinore-Wildomarfor free with the latest updates from Patch.

In the documents, Mann was praised: "After a thorough search for an Interim City Manager and interviewing several candidates, the City has agreed to terms with Mr. Mann as the Interim City Manager. Mr. Mann brings a wealth of relevant expertise and will provide the City with leadership during this critical transitional period."

During an April 29 special closed-session meeting of Wildomar City Council, Mann was tapped to become interim city manager by a 4-1 vote, with Councilmember Joseph Morabito dissenting.

Mann most recently served as city manager for the cities of Yucaipa (January 2023 - March 2025) and Canyon Lake (March 2019 - January 2023).

In a City of Canyon Lake press release announcing Mann's resignation and job acceptance in Yucaipa, he was credited with turning around Canyon Lake's finances over his four-year stint.

Then Canyon Lake Mayor Jeremy Smith said in a released statement, "I truly believe Chris Mann is simply the best Manager the City has had in its 32-year history."

Smith said Mann's decision to take the city manager job in Yucaipa "just makes sense for Chris and for the City of Yucaipa."

Mann and his family live in Yucaipa, according to his bio.

Mann's work in Yucaipa was brief. He served as city manager for just over two years before city council members there voted during a March closed-session meeting to place him on paid administrative leave.

The City of Yucaipa followed it up with a statement: "The decision was reached with three affirmative votes, one negative vote, and one abstention ... ."

In the days that followed, a separation agreement was reached and Mann resigned.

A similar scenario played out in Wildomar last month when City Manager Dan York was placed on paid administrative leave. By the end of April, York and the city reached a retirement separation agreement, and he was gone.

Janet Morales has served as acting city manager since York's departure.

In addition to Mann's city manager experience, he owned and operated the public relations firm Mann Communications. He also worked as an administrative analyst and then as deputy chief of staff for a member of the San Bernardino County Board of Supervisors, according to his bio.

He has served on two separate elected water boards, the San Gorgonio Pass Water Agency (2004-2008) and the Yucaipa Valley Water District (2016-2023).

WILDOMAR CA — Is summer here this weekend? Only briefly, according to the National Weather Service forecast. Friday and Saturday, the mercury is forecast to climb into triple digits in parts of the Inland Empire, potentially setting records in some areas.

In Southwest Riverside County, Saturday temperatures were poised to hit the high 90s and maybe trip into the 100s in some areas. A heat advisory has been issued for Riverside County valleys and much of the Inland Empire from 10 a.m. Friday until 9 p.m. Saturday.

Temperatures in some areas are expected to reach between 102 Friday and 106 Saturday.

The agency said a ridge of high pressure currently spinning off the Northern California coast will make its way south by Friday night, impacting all of Southern California for the weekend, fueling temps expected to be 15 to 20 degrees above average for this time of year.

"On Saturday, there could be several record warm minimum temperature records for the date that are tied or broken, with at least a few record warm maximum temperature records tied or broken as well," the NWS said in a statement. "Heat impacts for Saturday are most likely for the lower deserts and valleys."

Highs in the Riverside metropolitan area Saturday may touch 100 degrees, with lows in the mid-60s, followed by a high on Sunday of 90 and an overnight low of 60.

The Temecula Valley's highs Saturday will peak in the mid-90s, with lows in the low 60s, and on Sunday, will lower to a high of 85 will yield to a low of 55 after dark, according to the NWS.

Dan York's unexpected departure was announced April 11.

Patch Staff

WILDOMAR, CA — A retirement separation agreement has been reached with former Wildomar City Manager Dan York, the city announced Tuesday.

"The Wildomar City Council and former City Manager Dan York have agreed to York’s retirement commencing on May 9, 2025," according to the brief city statement. "York will receive a severance payment in the amount of $44,026.66, which is equivalent to 2 months’ of his pay.

"York has served as City Manager since 2/1/2022," the statement continued. "The City Council appreciates York’s service to the Wildomar community and wishes him a happy retirement."

York was officially placed on paid administrative leave following unanimous votes by the City Council on April 11. The three separate votes, which took place during a closed-door meeting, resulted in York 1) being placed on leave effective immediately; 2) authorization for the city attorney to draft a mutual separation agreement featuring early retirement for York; 3) City Clerk Janet Morales being appointed interim city manager.

In a late-night follow-up news release announcing York's leave, the city stated that its City Council "will move quickly" to find a permanent city manager.

Find out what's happening in Lake Elsinore-Wildomarfor free with the latest updates from Patch.

According to an email from York to City Council that was sent the morning of the closed-door meeting, the city leader expressed gratitude.

"I understand the decision you are about to take this evening," York began in the email, which was made public by Third District Wildomar City Councilmember Joseph Morabito. "I am very appreciative and honored to have served the city faithfully the last dozen years. I recall 4 years ago talking to many that there is a season for everything, including the City Manager assignment. Thank you for allowing me to exercise my strengths of fiscal and operational management during my term as your City Manager."

York continued in the message, "Today I feel accomplished. We achieved financial health and have built a cohesive city team. I feel you and the community are well poised to define and execute the next season. I truly wish full success. Some day in the future, I look forward to reminiscing our past victories and celebrating the completion of your goals."

York concluded, "I am confident that Tom and I will easily navigate the completion of the Separation Agreement next week. In sincere gratitude, Dan."

There was nothing in York's email message that alluded to why City Council was voting on his leave.

In an online post, Morabito said the public "'why' will never be gotten into detail; legally, it can't be. I hate how these things work, but I don't write the rules, and the rules most certainly apply to me and my big mouth as much as anyone else."

Morabito said the April 11 closed-session City Council meeting was two hours long, and York did not attend it.

York began serving as Wildomar City Manager following the planned retirement of City Manager Gary Nordquist. Before his appointment, York served as Wildomar Assistant City Manager.

According to city documents dated January 2025, York's annual salary was $264,100.

City managers take on the role of chief executive officers of city government, but serve at the pleasure of City Councils. More details about the search for York's replacement are expected at upcoming Wildomar City Council meetings.
