LAKE ELSINORE, CA — Say farewell to the Santa Ana winds and hello to colder, wet winter weather through early next week. Humidity returns to the region throughout Friday and Saturday when rain and mountain snow are expected.

The National Weather Service placed the mountain areas under Winter Storm Watches: The San Bernardino County Mountains from Saturday evening through Tuesday morning and the Riverside County Mountains from Sunday morning through Tuesday morning.

“A return of onshore flow will spread higher coastal humidity inland beginning later today through the weekend. Stronger onshore flow will bring stronger and gusty southwest-to-west winds for the mountains and deserts for Saturday afternoon through Saturday night with gusts to 45 to 55 mph and isolated gusts to 70 mph," the NWS said.

"Not much has changed with the timing and track of the closed low-pressure system from the north for the weekend into early next week. The center of that closed upper-level low-pressure system is expected to move to near Point Conception late in the day on Sunday, then move slowly eastward across southern California on Monday.

There will be increasing chances for showers on Saturday night into Sunday. The snow level will fall to around 4500 feet on Saturday night and around 5000 feet on Sunday.

Talia Kitchen's menu of Pantry Bites, plates meant to share with the table, range from light to hearty. Vegetarians and those who eat a mostly plant-based diet will also be pleased to find that most of the shareable bites menu doesn't include meat.

WILDOMAR, CA —It's not a matter of if the storm is coming, but when and how much rain, according to meteorologists. The Inland Empire will be slammed by heavy rain and snow midweek as storms roll out of the Pacific aboard an atmospheric river, the National Weather Service forecasters said Monday.

"This plume of moisture is rather deep, so confidence is high that Wednesday, we'll get widespread rain spreading across the entire region," the National Weather Service said in a statement. "There may be some decrease in rain late Wednesday into Thursday morning. Then a second plume of moisture arrives Thursday with a more organized trough to provide a little more energy and precipitation output, lasting through Friday."

The chances of rainfall throughout the region are better than 80% Thursday to Friday, according to meteorologists. "Orographics will come into play with lifting over mountains, enhancing the rainfall there," the NWS said in a statement. "This will be especially effective in the mountains of San Bernardino County. Snow levels will be rising as the precipitation arrives. Some snow could fall at 5,500 feet Wednesday morning before the snow levels rise to over 7,000 feet Wednesday night and over 8,000 feet late Thursday."

The Weather Service cautioned that the strength of these low-pressure troughs is greater than what the region has experienced so far this winter.

"This will be definitely our wettest storm period in the past year," the agency said. "The deep moisture of both of these waves raises concerns for flooding, especially in recent burn scars."

Wildomar residents concerned about flooding can pick up sandbags at Cal Fire station #61, Located at 32637 Gruwell Street, a limit of 10 per resident, according to the city.

The NWS predicted 2 to 3 inches of rain likely in valleys and other lowlands west of the inland mountain ranges Wednesday to Friday, while desert locations may see anywhere from .5 to 1.5 inches over the same period.

"Snowfall above 8,000 feet could pile up to 18 inches or so, but less than 3 inches below 7,000 feet," according to the agency.

High temperatures in the Riverside metropolitan area Monday and Tuesday will top out in the mid-60s, with overnight lows in the low 40s, while from Wednesday to Friday, the highs will peak in the mid-50s, followed by lows in the mid-40s.

The temperature bands will be almost identical for the Coachella and Temecula valleys.

For the weekend, skies will clear, with mostly sunny conditions region-wide, and the mercury generally will climb back into the upper 60s and low 70s during daylight hours, dipping to around 40 at night, forecasters said.

When Will Wildomar's Walmart Begin Construction?

WILDOMAR, CA —Wildomar's Planning Commission was expected to grant a final one-year extension for the Walmart Retail Project at this week's meeting, according to the agenda's consent calendar.

The project to build the 185,682-square-foot Walmart store has been in the works since January 2015, when the City of Wildomar's City Council first approved the project. Extensive site plans and building schematics have been created. However, according to a Planning Department report offered by Matthew Bassi, Walmart has yet to pull grading and building permits toward building out the 22-acre site at Bundy Canyon Road and Monte Vista.

The final year's extension would give them time to do that.

This week, the Planning Department recommended that the third extension for the Walmart project be approved, asking that the commission adopt a resolution saying the site at Bundy Canyon Road and Monte Vista does not require any additional environmental review. This would extend the third and final extension until March 22, 2026.

In correspondence to the city, Walmart said it is "constantly reevaluating existing project sites, and after a preliminary assessment, there is a possibility that this project could become active again." A similar letter was received at the 2023 extension.

The retailer said it was too early "to definitively state what will happen" at the Wildomar site, but an extension would allow time to reevaluate the project. According to the correspondence, the retailer will sell the property without the extension period.

Little has changed since the project's original city council approval, and according to Bassi's report, the proceeding steps would be straightforward.

In 2018, the Supreme Court of California dismissed a lawsuit alleging violations of the California Environmental Quality Act. Wednesday's extension would indicate that an additional environmental review is not required for the project.

Walmart submitted its third extension request on Dec. 16, 2024, well before the March 22, 2025 expiration date.

The retail giant's justification letter states that without an extension, it was "highly unlikely they would go through the time and expense to entitle the site. Their only options would be to hold onto the property for the foreseeable future, or ultimately sell the property."

Given the project delay, Walmart has asked for this final time extension to pull permits and is now asking for a second grace period that could push the project start date until March 22, 2026, at the latest.

City staff believes the one-year extension is a reasonable, albeit a final request, city documents show.

Since the city's initial 2015 project approval, Walmart opened a Lake Elsinore Supercenter at 29260 Central Avenue in 2021 and shuttered its 31700 Grape Street location.

Additionally, Walmart has stores in Murrieta and Temecula.
