EAST WINDSOR, CT — For the second time in two weeks, East Windsor residents voted to deny the town's budget proposal of just under $48 million for the 2025-26 fiscal year at a referendum Tuesday.
A total of 601 voters, or 55.1 percent, voted no to the proposed budget package, with 490 residents, or 44.9 percent, casting their ballots in favor.
On May 13, voters rejected a $48,100,349 proposal by a margin of 554-472, or 54 percent opposed. The Board of Finance then trimmed some items for Tuesday's consideration, seeking an allotment of $47,959,066.
Round three awaits on June 10, when voters return to the polls at Town Hall or the School Street annex from 6 a.m. to 8 p.m. In the meantime, finance officials will again work to find some more cuts.
On Wednesday morning, First Selectman Jason Bowsza told Patch, "We’re hardly alone with budget struggles this year. Ellington failed. Stafford failed. Coventry failed. I think what you are seeing here is a response to inflationary pressures that hardworking people in our towns are still feeling, as well as frustrations with the property revaluation process that has caused home values – and associated property taxes – to rise at rates much faster than commercial property taxpayers. What I did hear heading into yesterday’s referendum was general satisfaction with the Board of Education budget, so my team and I will be looking at cost savings options on the town side of the budget. We are working hard to be respectful of the impact municipal budgets have on taxpayers, while at the same time providing services that our constituents expect and enjoy."

With eight years of dedicated service, Lloyd has transformed the way students experience visual arts by fostering creativity, critical thinking and personal expression. Her classroom reflects Windsor’s North Star mission - to develop the genius in every child - through hands-on, inquiry-based art projects that promote problem-solving, individuality and visual literacy.
Lloyd holds a Master’s degree in curriculum and instruction from the University of Saint Joseph, and a Bachelor of Science in art education from Central Connecticut State University. Her dynamic teaching style and commitment to student engagement have earned her repeated nominations as Teacher of the Year at both schools, according to the release.

WINDSOR, CT — Two outstanding students have been named co-valedictorians of the Windsor High School Class of 2025.
Samuel Garcia is a member of the National Honor Society, Rho Kappa Social Studies Honor Society, Superintendent’s Student Advisory Council and the Technology Student Association (TSA). He has received numerous awards, including the Yale Book Award, RPI Medalist, Jae Lim Award in Math, CAPSS Student Academic Award, Superintendent Award of Excellence, National Hispanic Recognition Program, Daniel Howard Scholar and High Honor Roll All Semesters.
His leadership roles include captain of the boys swimming and diving team, treasurer of State of Connecticut’s Chapter of TSA, Student Advisory Leader and Fresh Start Leader. He has been an active member of the swimming, cross country and outdoor track teams. He has received All-Academic honors in all three sports, All-Conference team for track and cross country, and the Warner Award for swimming. He has been accorded All-School Awards in calculus, English, science and math, and won first place in Engineering Design and CAD Engineering for TSA.
Garcia’s extracurricular activities include working for the town of Windsor as a lifeguard and volunteering at Camp Foxfire as a junior counselor. For 11 years, he has been a cellist. He will attend the University of Connecticut in the fall and plans to major in biomedical engineering.
Amanda Eneh is a member of the National Honor Society and Rho Kappa Social Studies Honor Society. She has received numerous awards, including the Harvard Book Award, Jae Lim Award in Science, All School Award in English, All School Award in French and high honor roll all semesters. She is also an active member of the WHS Symphonic Band.
