State football champion Middletown High School is under investigation by the Delaware Interscholastic Athletic Association for possible violations of DIAA player eligibility rules tied to residency.

The DIAA received information suggesting several players on Middletown’s 2024 Class 3A state championship team may not have, as required, actually resided at addresses within the Appoquinimink School District.

Middletown was also alerted and is “conducting an internal review of the registration documents of the players named,” Terre A Taylor, the Appoquinimink district’s senior coordinator of student services, wrote in response after Joe Lahutsky, Middletown’s assistant principal and supervisor of athletics, was contacted by Delaware Online/The News Journal.

“We are officially investigating and have notified the school,” DIAA executive director David Baylor said.

Delaware students are permitted to attend public high schools such as Middletown that are not in the feeder pattern of where they reside through School Choice. But they must submit an application and be accepted.

DIAA rules stipulate students who switch schools due to a change of address must do so “with the intent that it is permanent and not primarily for athletic purposes.”

They further emphasize students “may not maintain dual residency for the purpose of athletic eligibility” and require that “the family’s legal habitation is fixed,” with no connection to a previous residence.

The DIAA and Middletown were provided information that students’ addresses may actually be residences of other individuals or families with ties to the school or the football team.

Middletown has a long history of success in football that has fueled community spirit. Games at Cavalier Stadium are festive and well-attended.

It has also benefitted recently from players enrolling there after previously attending other schools, including some outside New Castle County. For instance, Akendre and Aviyon Matthews, brothers who previously attended Seaford, in 2023 and Dover transfer John Parker in 2024 were among those who came just for their senior years. Neither of them is mentioned in the complaint the DIAA and Middletown received.

Also, Middletown, along with Salesianum, had more student-athletes than any other high schools in Delaware enroll as new transfers at the outset of the 2024-25 school, according to DIAA data.

The DIAA board of directors approved new rules earlier in 2024 meant to, regulations read, “deter students from transferring schools for athletic advantage, to help discourage recruitment, and to reduce the opportunity for undue influence to be exerted by persons who seek to benefit from a student's athletic talent.”

That process is now more formally followed by schools using what is termed a “DIAA Transfer Tracking Form,” which includes residential information. The present inquiry involves students who previously attended private schools in New Castle County and resided in the Colonial and Caesar Rodney school districts.

“Our investigation will be comprehensive,” Baylor said. “We will look at everything from residency to eligibility issues in conjunction with the regulations to ensure compliance.”
