OVIEDO, Fla. — The water supply for residents and businesses in the Isles of Oviedo and the Oviedo Mall has temporarily been changed, and a precautionary boil water notice has been issued after a water mainline was struck on Aloma Avenue near Lutheran Haven Church, the city and Seminole County announced.
The water supply in that area is temporarily changed from Seminole County to the West Mitchell Hammock Water Treatment Plant, the city of Oviedo said in an alert on its website.
Service was interrupted in the area Wednesday after the mainline was struck, and Seminole County Field Operations crews worked to repair the mainline.

The complete loss of water pressure sparked the precautionary boil water notice. The alert covers the areas of Red Bug Road from Slavia Road to Aloma Avenue and Aloma Avenue from Red Bug to Slavia Road.

The city said the West Mitchell Hammock Water Treatment Plant uses a different disinfection process than Seminole County so customers could notice a change in the chlorine taste and smell in their drinking water. The change in water treatment and in the direction of the water flow in the distribution system could also cause a temporary change in the color or appearance of the water, officials said. If it doesn’t clear after running a cold and a hot water tap for 15 to 20 minutes, customers can call 407-971-5692 between 7 a.m. and 3:30 p.m. After 3:30 p.m. nights and weekends, customers can call 407-971-5675.
The water is safe to drink, officials said.
For customers using dialysis machines or aquariums, any disinfectant used by water treatment plants needs to be removed or neutralized from the water for use.
All traces of chloramines must be removed from the water used in dialysis machines. Contact your physician or kidney dialysis center for information and proper procedures.
To condition tap water for use in aquariums, fish owners should use products recommended for neutralizing chloramines. Contact your local pet store for the appropriate water treatment for drinking water containing chloramines.

Altamonte Springs-based LeCesse Development, a developer with a growing pipeline of apartment projects in Central Florida, has plans to build a multifamily community within walking distance of the Oviedo Mall.
The developer recently announced plans to partner with Broad Oak Development to build Broad Oak Oviedo, a 252-unit apartment community on 13.8 acres off Sugar Mill Road near the northwestern corner of Oviedo Mall Boulevard and FL-417. The apartment community, expected to open during the summer of 2026, will consist of three four-story buildings, a clubhouse, and a pool.
The apartment project dates back to 2023, when property owner Axel Real Estate, led by David Axel, requested a land-use change to allow for multifamily. Local property owner Judith Jones also owned a portion of the property. GrowthSpotter previously reported that OneEleven Residential would develop the property and that the developer was under contract to purchase the land.
However, Broad Oak Oviedo LLC purchased the land in December for $7.2 million. LeCesse is working with Kimley-Horn, Slocum Platts Architects, landscape architect Dix.Hite+Partners, interior designer Beasley & Henley, and general contractor Walker & Company.
“At LeCesse Development Corp., we don’t just build complexes. We build communities,” said Caleb Keenan, COO at LeCesse, in a press release. “We believe Broad Oak Oviedo will be a perfect example of that. It is located in the heart of employment and education centers in Central Florida, and we’re giving renters the amenities and modern touches they want in a home base.”

The Oviedo Mall area is slowly transforming into more of a mixed-use area. For example, The Klein Company developed the adjacent Dwell at Oviedo, a 300-unit multifamily complex that opened at the end of 2023. Additionally, there are plans to redevelop a vacant 11.8-acre property on the west side of the mall into an apartment complex with up to 325 units. Beverly Hills, CA-based OpenStreet Capital owns the property, but it’s unclear who the developer would be.
Picerne Real Estate Group also has approved plans to redevelop a portion of the Oviedo Mall property into a proposed 350-unit apartment complex. The project would be built on the eastern side of the mall where the former Macy’s store is located. The Macy’s building, which has been vacant since 2017, would be demolished to make way for the project.
Kevin Hipes, the development director for the Oviedo Mall and owner of Hipes Consulting and Brokerage, told GrowthSpotter that he envisions adding another two multifamily properties to the Oviedo Mall campus within the next ten years, with 3-5 stories of multifamily on top of parking garages. These projects would be located at the northwest corner of the mall and the south side of the mall near the Macy’s redevelopment site.
“Oviedo is in demand. I mean, they almost can’t build apartments fast enough,” Hipes said while explaining that building apartments at the Oviedo Mall requires structured parking, which adds to the cost of construction. Because of that, apartment development on the mall property will be delayed until the economics makes sense.
Hipes is also working on what he called a “Medical Main Street” within the east wing of the mall. The initiative will bring in businesses and retailers that help support the Oviedo Medical Center on the other side of S.R. 417. The anchor of the Medical Main Street is the Orlando Orthopaedic Center, which has about 10 offices around Central Florida. The company signed a long-term lease last year to move into 16,000 square feet of space at the mall and will also spend about $3 million on renovations to the space.
“They are my medical anchor. They built 20 exam rooms and are going to have an exam every half an hour, so that’s 40 people every hour coming to the mall,” Hipes explained.
Traditional mall properties have fallen on hard times over the last couple of decades, with many malls closing their doors. Earlier this month, Seminole Towne Center announced that it will close most of its property by the end of January, with a large section of the mall set for demolition in the coming months. However, the mall’s main retail anchor businesses, including Dick’s Sporting Goods, Dillard’s, JCPenney, and ELEV8 Fun, will remain open.
“The writing was on the wall 10 years ago when Amazon started doing big sales, and everybody was buying their stuff online. Mall traffic dropped off,” Hipes said, explaining that mall properties must adapt to stay alive. “Bottom line is, you got to make it mixed-use. You got to make it a destination with eat, sleep, work, and play.”
A silver lining for struggling malls, according to Hipes, is that they are usually located on prime real estate, making them good targets for redevelopment or adaptive reuse projects.
“Here’s the good news. Every single mall was built at a good intersection, and it’s all location, location, location. Fixing these malls takes creativity. It takes a little risk. It takes a lot of time. Unless you’re in a bad neighborhood, you’ve got good real estate. You just have to figure out how to change it so that people come back to it,” Hipes explained.
