Aurora announces plan for sports complexes, housing near mall

An indoor sports complex and an esports facility will be built on 50 acres of city-owned land near the Chicago Premium Outlets mall, Aurora Mayor Richard Irvin announced Friday.

The development could also include other uses, such as housing, Irvin said before revealing the companies selected to bring the vision to fruition.

Irvin announced the creation of the Aurora Premier Experience district that will also include the mall and the new Hollywood Aurora Casino, which is being built about three-quarters of a mile west of the site.

The city bought nine single-family home lots in 2020 for $9.8 million. Irvin said city officials were worried that the site “was at risk of becoming just another hub for truck traffic.” There is a Pepsi bottling plant between the site and the mall.

“We reimagined it,” Irvin said.

City officials thought about moving the Hollywood Aurora Casino there but decided on another location after residents raised concerns, Irvin said Friday.

He said Cordogan Clark and Associates architecture and design firm, LCI Development Partners, Card and Associates, and Harbour Contractors will partner on the plan. Harbour will develop the esports site. Card and Associates builds and operates athletic facilities, typically used by youth travel leagues.

Irvin said there will also be high-end and affordable housing on the site.

Irvin said it was too soon to discuss the projected cost or whether the city will give financial incentives, saying Friday’s news conference was about providing a high-level overview and introduction of the partners. He said the partners will now work on a plan over the next 90 to 100 days to present to the city council.

However, “it (the development) will be self-sustaining,” Irvin said.

The casino and part of the mall are in tax-increment financing districts.

In December 2023, Aurora put out a request for qualifications seeking a developer. Irvin said Friday the city received so many it decided to go with a team approach.

A question-and-answer addendum to the request for qualifications showed that one entity was interested in building a sports complex for lacrosse and youth soccer teams. It would have included outdoor turf fields and an indoor stadium. Another wanted to construct outdoor turf fields and baseball/softball diamonds. The city responded that it was not interested in outdoor fields and preferred an indoor multiuse sports facility.

Another indicated an interest in building affordable housing there.

A housing study by a consultant suggested that the site was good for rental apartments or owner-occupied townhouses.

Irvin did not say who had picked the firms.

AURORA, IL — A popular Bolingbrook restaurant said goodbye to its hometown to make the move to Aurora's Fox Valley Mall.

The popular Mandy's Soul Food Kitchen, which served Southern comfort food for almost a decade at 151 E. Boughton Road, will reopen early next month as The Soul Spot.

Patricia Ryan, senior director of local leasing and business development at Fox Valley Mall, joined Aurora officials to announce the new restaurant during Tuesday's Committee of the Whole meeting.

"For the last nearly a decade, the most popular soul food restaurant in the western suburbs ... was located in Bolingbrook. They've closed down in Bolingbrook, and Mandy's Soul Food Kitchen will now open in the city of Aurora as The Soul Spot at Fox Valley Mall," Clayton Muhammad, the chief communications and equity officer, said Tuesday night to a room full of rounds of applause.

Aurora Mayor Richard Irvin presented owner Delicia Bowling with a "Signed Contract" award at the meeting. He said the new restaurant is "a testament to our city's growing and diverse business community" and called the move a "major win for commerce, our community and the culture."

Aurora Mayor Richard Irvin presented owner Delicia Bowling with a "Signed Contract" award for The Soul Spot during the Tuesday night Committee of the Whole meeting.

"I've never felt this much welcoming and love from everybody in Aurora," Bowling said. "It's been great. I can't wait to open."

Besides the rebranding, "everything that made the restaurant special remains the same — the same owner, same talented cooks, and the same unforgettable menu," Aurora officials said. The menu features homemade favorites including fried chicken, collard greens, banana pudding and sweet potato pie.

The news has already reached Aurora residents.

"Just a few days ago I wanted a bowl of shrimp and grits and the only spot I know with authentic shrimp and grist is Mandy's Soul Food Kitchen," Aurora minister Sheila Nunnes said, per the news release. "So I drove from Aurora to Bolingbrook and, to my surprise, I was devastated when I saw the white piece of paper 'permanently closed' on the door. I am so happy it is reopening in Aurora. I'll be there with my fork, spoon and knife ready."

AURORA, Ill. (CBS) -- Roads were clear in Aurora on Tuesday afternoon, but of course, that was all to change in less than 24 hours.

A winter weather advisory is in effect from 9 a.m. Wednesday until 3 a.m. Thursday for the entirety of the Chicago area. Major travel impacts are expected, including air travel. The worst of this storm is expected to hit in the afternoon and evening.

Snowfall rates could be as high as 1" per hour during the afternoon and evening hours. Snowfall amounts are shaping up to be around 4" to 6" for most of the area — including Aurora — with localized higher amounts near the immediate lakeshore.

Aurora street maintenance crews said the snowstorm coming Wednesday is shaping up to be the biggest storm of the season. Their trucks were already lined up and ready to roll out as soon as the first snow comes.

When a storm is in the forecast, Aurora crews go through a checklist.

"What are my weather conditions? What are my pavement temps going to get. Do I have high winds, not high winds?" said Aurora Supt. of Street Maintenance Timothy Forbes.

The checklist includes inspecting the plow trucks, installing the plows, loading the salt, and getting ahead of any maintenance issues.

The Aurora street maintenance crews were moving late Tuesday to 12-hour shifts, covering 36 routes.

They said this kind of snow event — one with the trucks running around the clock for several days — typically causes more wear-and-tear problems.

"It's a lot more wear and tear," said technician Bobby Wish. "Between plow blades and just the trucks, everything just breaks."

Some residents are preparing for their own slick situations. One of those residents was Peter Dallato, who was prepared with salt.

"I've got little kids, so I don't want them to slip and fall," Dallato said. "I've seen it before, and they pulled me down one time."

Customers are picking up so much salt that the display stacks at the front door of an Aurora Ace Hardware are nearly empty — requiring a refill.

Meanwhile, Aurora will soon have a big advantage against winter weather.

A storage dome in Aurora holds about 3,500 tons of salt. But in just weeks, Aurora is set to move into a new public works facility with space for three and a half times as much, or more than 12,000 tons.

When it moves into the new space, the Street Maintenance Division of the Public Works Department will be under the same roof as other departments -- streamlining communications and making equipment sharing that much faster.

The department will be able to store an entire winter's worth of salt in the city instead of timing out deliveries — which can be tricky.

"There have been years when literally, we've gotten down to, we might have only one salting operation left, and then we're out. We have no more," said Aurora Supt. of Street Maintenance Timothy Forbes.

But even with the current setup, Aurora officials said the city is well-prepared.

"This is probably the biggest event that we've had so far this year, but it's something that we're not oblivious to," said Aurora Assistant Supt. of Street Maintenance Adrian Perez. "We've been through these storms before."

Aurora street crews said they will roll out as soon as the snow starts, covering 36 routes. The streets still have some residual treatment from the last winter weather.

It takes a little while but Dawn and Ogie keep finding out what they have in common. They realize they are soulmates. Meanwhile, Earl is fired from his job and is expecting sympathy from Jenna but she cannot be sympathetic.

Earl calms down but is afraid Jenna will love the baby more than him. To get away from Earl and start a new life, Jenna decides to enter a pie making contest. The grand prize is $20,000. Earl finds out where she is keeping the entrant money. She tells him it is all for new baby things. He takes the money and leaves. Joe, (Paramount favorite Ron E. Rains) the owner of the diner where Jenna works, knows about her situation. He is a true friend to Jenna and he tells her when he passes away, he is leaving the diner to her. He knows what a talented pie maker she is and he knows she could go to new heights and make the diner prosper. Dawn and Ogie get married much to the joy of everyone. When Jenna gives birth to her baby girl, she tells Earl she wants a divorce. She unleashes her anger and he leaves. The final scene is several years later. Jenna’s daughter, Lulu (Reese Bella in her Paramount debut) is running around the diner helping with pies. The diner is now called Lulu’s. There are pies on the counter ready to go out. Dawn is pregnant. Things have fallen in to place for everyone. It all started with pie.

This is a story of friendship and helping each other. Finding your way even thought it may be difficult. Being with the people who support you. Who knows, maybe finding a soulmate as well. The Paramount is offering pie with everything. Go and enjoy the sweetness.
