ULYSSES — Braxton Moral, 17, collected his Ulysses High School diploma Sunday afternoon, but absent from the gymnasium were his two biggest boosters, parents Carlos and Julie Moral.
His mother and perhaps his father, also, could miss his precedent-setting graduation from Harvard University on May 30, too, when he will be the first student to concurrently earn a high school diploma and a four-year bachelor's degree from Harvard. Julie Moral has been on the wait list for a kidney transplant for nearly a year and received the call Tuesday that a match had been found. The transplant surgery took place Wednesday at the University of Kansas Medical Center.
Braxton Moral was briefly in Kansas City last week but returned to Ulysses. He is expected to go back to Kansas City this week.
"It's hard to be unhappy with the blessings we have now" young Moral said Saturday night when asked about the absence of his parents at a pre-graduation party and at commencement. His mother was where she needed to be, he said.

In the gym of the Ulysses High Tigers, where orange Class 4A sports banners hang from the ceiling, families and friends celebrated the 102 seniors participating in commencement Sunday.
Clad in black caps and gowns, the Class of 2019 marched in two by two to "Pomp and Circumstance." Moral sat in the last row of seniors and near one end. His siblings and their families, his great aunt and great uncle Sandy and Joe Kennedy, Great Bend, and his grandfather, Roy Williams, who lives in the Ulysses area and who had accompanied Braxton and Julie Moral during one summer of classes at Harvard, positioned themselves on bleachers nearby.
Kansas Education Commissioner Randy Watson made a point of attending the graduation and presented certificates to students earning certifications or post-high school degrees. Four students — Kimberly Altis, Karen Rodriguez, Enrique Garcia, and Abigail Mendoza — completed two-year associate degrees from Seward County Community College. In all, the Ulysses High seniors earned 1,323 college credits before graduation. Announcement of Moral's four-year bachelor's degree in liberal arts from Harvard University prompted a "whoop" from the gym audience and loud applause.

1. Why are you running for the Kansas House? My District borders Oklahoma and Colorado and could not be any farther from Topeka. The citizens here have always been concerned about their voices being heard on issues 300 miles away. I have lived in this District my entire life and share that same concern. I am running for the Kansas House to make sure the citizens in my District are represented accurately and appropriately on issues important to our way of life.
2. What do you think about Kansas lowering (2012) and raising (2017) state income taxes while hiking sales tax rate (2015)? In my view the 2012 tax experiment was a failure. The policy immediately put School finance in jeopardy, increased the liability to underfunded KPERS, forced the robbery of KDOT funds, lowered the States credit rating, and caused lawmakers to hike sales tax to offset declining revenue. I agreed with lawmakers in 2017 when they reinstated income tax in an effort to regain control of the State’s finances. This action was negatively publicized by many as the largest tax hike in Kansas history. In reality, lawmakers were only asking Kansans to once again pay income taxes as they had prior to this experiment.
3. Is it necessary for legislators and voters to amend the Kansas Constitution to limit power of the judicial branch to dictate levels of state aid to public school districts? I have a concern that limiting the power of the judicial branch to dictate levels of state aid to public schools could some day be disastrous for my District 124. As school enrollment decreases in some districts, the judicial branch provides a safeguard for fair funding between large and small districts. Without this judicial safeguard I am not convinced the legislature can keep different sized school districts equally funded since most legislators in both houses represent the large school districts. Ultimately the people of Kansas would vote on this issue even if the legislature passed a Constitutional amendment by a 2/3 majority.
4. Why should, or why shouldn't, state government expand eligibility for Medicaid? If expanded, do you support work or training requirements for "able-bodied" recipients? I support the expansion of Medicaid in the state of Kansas. My District has 5 small Hospitals that would benefit greatly from this expansion along with many citizens. The problem is the amount of state funding required to fund the expansion in the future. The Federal government will soon be lowering their contribution to 90%. Kansas will have a tough time funding the remaining 10% given the current school finance problems. I’m sure this issue will be brought up during the 2018 session. I do support work or training requirements for able-bodied recipients to qualify.
5. Hundreds of millions of dollars are being diverted from the state's highway program to support the government's base budget. How is this appropriate or not? The diversion of KDOT funds to support the Governor’s budget in recent years has been astounding! Lawmakers in Kansas have historically realized how important transportation is to our economy and to our citizens and funded KDOT appropriately. KDOT is now being fleeced and treated like a savings account. This practice is a direct result of the failed tax experiment of 2012. The state collects about $900 million in fuel tax revenue each year, sharing two-thirds with local entities and leveraging the cash for matching federal funds. The Kansas legislature also directly funds KDOT.
6. In what ways should Kansas firearm laws be modified? I am a staunch supporter of our second amendment rights. I have seen many bills introduced in the Kansas legislature attempting to modify our current firearm laws. Changing gun laws is a very slippery slope. I am not currently aware of any Kansas gun law I would support modifying.
7. How would you reform state law regarding availability of abortion? I have a Pro-Life view on abortion. The Kansas Supreme Court is currently considering a ruling to decide if the Kansas Constitution contains the right to abortion. I am unsure if our Constitution contains this right. I would however, support a constitutional amendment clarifying that the Kansas Constitution has no such right, and our elected state legislators should legislate in this area. Again, a constitutional amendment would have to be voted on by Kansans. This is a good thing.
8. Is it necessary for Kansas to follow other states with term limits for House and Senate members? I do not support term limits in the Kansas House or Senate. I think this law would unnecessarily remove good legislators for no apparent reason. The current system we have in place works just fine and determines if lawmakers should be replaced by elections.
9. Would you recommend any changes to Kansas water policy? I was delighted to see Governor Brownback’s initiative for a 50-year Water policy. Much talk has been centered around water conservation and new technology. Indeed, conservation is in the hands of irrigators and is being practiced in my district and all over the state. New technology like “Dragon-Line” is also being developed by Teeter Irrigation, also located in my District. Still, more needs to be done. I don’t claim to have all the answers but I will remain open minded as we look at ways to extend this vital resource. I realize our future depends on it.
10. Why should voters vote for you instead of your opponent? I am very confident in my knowledge and understanding of the issues and people in my District. Kansas is finally moving in a positive direction. I want that momentum to continue and I promise to support all efforts to do so. A vote for my opponent would lead us back down the road of failed policies and prolong our much overdue recovery. I remain extremely optimistic about the future of Kansas and those citizens and businesses in my District.
