VIENNA TWP., MI – All Birch Run Area Schools voters residing in Vienna Township will vote at the township’s offices during the May 6 special election.
During its meeting on Monday, March 10, the Vienna Township board voted unanimously to temporarily move its Clio Area Senior Center polling location to the township’s offices.
The board’s decision came at the recommendation of the township’s election commission, which unanimously approved the polling location change at its March 4 meeting.
While the township itself doesn’t have anything on the ballot for the May election, about 120 residents in the township’s fifth voting precinct will be deciding on a proposed $41.26 million bond and operating millage renewal for Birch Run schools.
The precinct in question for Vienna Township voters is located in Genesee County, while the Birch Run school district is situated in Saginaw County.
“On May 6, Birch Run voters will decide on two ballot proposals that impact the future of our schools and community,” Birch Run Area Schools Superintendent Diane Martindale said in a statement. “The Operating Millage Renewal ensures we receive the full state funding allocated for our students, while the Bond Proposal addresses critical facility issues, expands opportunities in skilled trades, athletics, and the arts, and enhances security and infrastructure.”
The bond the district is asking voters to decide on is for a variety of improvements. It also includes an increase in the millage rate for the bond from 2.6 mills to 5.5 mills.
However, the district expects the rate to decrease over time for an estimated average rate of 4.58 mills ($4.58 on each $1,000 of taxable valuation) to be levied against properties in the district for 25 years.
According to the district, while the rate for the bond would increase, it would still be lower than bond rates levied by the district in the past as well as the rates of other area districts, including Montrose, Goodrich, Saginaw, and Carrollton schools.
The district’s operating millage would continue to be levied against non-homestead properties at 18 mills with a rate limitation of 18.5 mills ($18.50 on each $1,000 of taxable valuation) if renewed.
If levied at 18 mills in 2026, the millage would generate an annual total of $2,923,444 for the district.
The district’s operating millage accounts for 15% of its total per-pupil funding.
Vienna Township expects its voter turnout will be lower for the May election than general or primary elections.
“The odds of it passing are a lot greater when you have a lower turnout than if you put it on in August or November,” Township Clerk Cynthia Bryan said.
The township will notify voters impacted by the relocation of the polling place by mail.
Following the May 6 election, voters from the township’s fifth precinct will be reassigned to the polling place at the Clio Area Senior Center, located at 2136 W. Vienna Road in Vienna Township.

The district also invites voters to learn more about the ballot proposals during town halls it will be hosting at the Birch Run High School Media Center, located at 12450 Church St. in Birch Run, at 4 p.m. on Thursday, March 13, and at 6 p.m. on March 31.
A third town hall is scheduled for 9 a.m. April 2 at the high school’s Panther Pack Cafe
