KANSAS CITY, Mo. — As the 2025 Missouri legislative session enters its final week, a state senator believes it’s either Clay County or bust for the Kansas City Royals to remain in Missouri.
Missouri Sen. Maggie Nurrrenbern (D-Clay County) told KSHB 41 News reporter Megan Abundis on Monday that she believes if the Royals are going to stay in Missouri, it will be at a site in North Kansas City in Clay County.
“I think the team, quite frankly, has made it very clear that it is the Clay County site or they will leave the state of Missouri,” Nurrenbern said Monday.

But Clay County officials will need help in getting a proposal past the finish line.
Earlier this year, Nurrenbern introduced Senate Bill 710, which would create the Clay County Sports Complex Authority. The bill was later merged into Senate Bill 80.
The authority would be tasked with “developing, maintaining or operating sports, convention, exhibition or trade facilities” in Clay County, similar to the role of the Jackson County Sports Complex Authority.
“This week, Senate Bill 80 sits on the calendar in the Missouri House of Representatives, and we expect debate to happen soon,” Nurrenbern said Monday. “Nothing is over until it’s over — there are no guarantees, but I do think there is a real path and a real possibility of getting it done this week.”
KSHB 41 News reached out to the Royals for comment. They did not provide a response as of 6 p.m. Monday.

Kansas City, Missouri, Mayor Quinton Lucas met with Royals Chairman and CEO John Sherman at 4 p.m. Monday.
Following the meeting, a spokesperson for the mayor said it was not Lucas' understanding that Clay County is the only option.
"We look forward to our ongoing work with the Royals, state leadership, and Kansas City government to ensure the Royals have the support and resources to build our next great downtown MLB stadium," the mayor's spokesperson said. "We are grateful for state resources that can support all communities.”
Nurrenbern said through her pathway, there would not be a need for direct state appropriation. Instead, tax revenue would be generated over a 25-year period.
“This is not the state coming in and building the stadium for the team; this is just a piece of the pie," she said. "I expect that the ownership will contribute a significant amount of money."
Across from the Clay County Courthouse is Brant’s Clothing, a sports store that is counting on a lasting Royals legacy. For Scott Brant, that means the team staying in the Kansas City metro.
“My kids want to work here someday,” Brant said. “We’ve been here for four generations. We enjoy selling Royals and Chiefs merchandise.”
Right on Liberty Square, Brant is all about the talk of the team.
“We’d love for the stadium to be in Clay County,” he said. “Whatever works at this point. They just need to find the resources at this point, which include money, property and friends.”
KSHB 41 News spoke with Gov. Mike Kehoe on Monday.
“Our position has been very clear: we want the Royals staying in Missouri,” he said.
Kehoe said he’s talked with Jackson County and Clay County leaders. Now, he wants to find the best ideas to ultimately make sure the Royals have options.
“They’ll have some options to look at, I’m pretty confident of that,” Kehoe said. “It’ll be a good return on investment for taxpayers, and it keeps the teams in Missouri to where we continue to have that economic result of having the teams here.”
The governor’s spokesperson also released a statement:
"Governor Kehoe has been working for months to develop a competitive package to keep both the Royals and the Chiefs in Missouri where they belong. He views these projects as important economic development retention projects. Since the first days of the administration, Governor Kehoe has had many conversations with both teams, legislators, and community leaders on how to make this happen."Choosing a location is a business decision that must be made by the teams, and any proposed tools put forward by the state will work in whatever Missouri location they select."Local support will be critical to keeping the teams in Missouri. The state’s role is critical, but no more so than the locals who must also be committed to finding solutions."We believe the state’s proposal will be competitive to keep these major economic engines in the state, while also being a good deal for taxpayers."
KSHB 41's Megan Abundis heard from a couple of Royals fans on where they'd like to see the stadium. One said she was in favor of the Clay County location.
“I’d vote for Clay County in North Kansas City,” said fan Debbie Wunsch. “Location, parking, it’s still within reason of Kansas and Missouri.”
Another fan said anywhere works for him as long as the team stays in the state.
“Definitely don’t want to see it go to Kansas. I wanna see it in Missouri; I think it’s the best compromise,” said Rick Grindel, Royals fan.

Last week, KSHB 41 reported the Kansas City Royals are considering Clay County as a possible new baseball stadium site for the team.
While some Northland leaders and residents seem to be all-in on the stadium moving to the area, others aren't so sure.
However, NKC Mayor Jesse Smith said no decisions have been made as a city, and they've only had a single, high-level conversation with the team.
Dave Wood wasn't convinced when Clay County came into the conversation as a potential site almost two years ago. Wood said if he had to vote today, he'd vote no.
"I’m starting to think about other things that affect my quality of life, you know, before we even get to talking about sales taxes," Wood said.
Zach Clevenger said he's undecided.
"I mean, it’s a good location and everything, and I think they’ve got the land they need to do it here," Clevenger said. "I'd like to keep the Royals here, but I don’t wanna just keep 'em here if it’s gonna ruin our city, either."
They have some more time to think about it.
Senate Bill 80 failed to pass in the Missouri Legislature. That bill would have helped fund a Sports Authority in Clay County and get one step closer to a potential stadium. The only way the debate could start again is if Missouri Governor Mike Kehoe calls a special session.
One thing Wood and Clevenger can agree on is they want to be involved in the decision and have their voices heard.

Kansas City has gained more than 8,000 new residents since 2020, according to the latest census estimates.
But the mayor says there’s still more work needed to bring in more people to call Missouri’s largest city home.
The U.S. Census Bureau on Thursday released the most recent population estimates for cities and towns in Missouri, Kansas and across the United States on Thursday, as of July 1, 2024.
The latest data shows Kansas City had an estimated 516,032 residents in 2024, up from a base estimate of 507,984 in April 2020 and 511,300 in July 2023, or a 1.58% increase since 2020.
The Census Bureau will collect exact population counts of each community during the next nationwide census in 2030, unless one requests a special census before then.
Mayor Quinton Lucas said on X the new estimates are “undeniably good news, but we need to continue our ongoing work to repopulate the core of our city, particularly in east and south Kansas City, with infill housing development.”
Across state lines, Kansas City, Kansas was estimated to have 156,752 residents in 2024, slightly up from 156,605 in 2020.
Overland Park, Kansas City’s largest suburb, had an estimated 202,893 residents in 2024, a gain of 5,647 people from 2020, or a 2.86% increase.
Lenexa gained about 2,000 residents from 2020, with a population of 59,427, while Olathe gained about 8,000 residents, with a population of 149,035. Shawnee gained more than 2,000 new residents to 69,724.
And three suburbs in Johnson have seen considerable growth in population since 2020: De Soto with a 7.46% increase to 6,579, Gardner with a 10.67% increase to 25,836, and Spring Hill with a hefty 26.43% increase to 10,070.
Gardner’s population has nearly tripled from 2000, while Spring Hill’s population has risen more than threefold.
Some suburbs in Missouri have also seen significant growth: Blue Springs is now estimated to have 61,246 people, up 4.25% from 2020, while Grain Valley has grown 7.93% to 16,859 people. Oak Grove’s population rose to 9,129, or an 11.88% increase.
Lee’s Summit has gained more than 5,000 people since 2020, up to 106,419 in 2024.
North of the Missouri River in Clay County, North Kansas City’s population grew to 5,630, or a whopping 26.09% increase from 2020.
And Kearney’s population rose 7.82% to 11,215.
Some Platte County communities have also seen major population increases: Riverside at 4,498, or a 12.14% increase, and Parkville at 8,980, or a 24.88% increase.
A handful of communities in the Kansas City metro area were estimated to have lost population since 2020, including Independence down 1.06% to 121,629 and Raytown down 2.56% to 29,244.

Missouri Gov. Mike Kehoe on Tuesday unveiled a new proposal aimed at keeping both the Kansas City Chiefs and Royals in Missouri.
The proposed “Show Me Sports Investment Act” would allow professional sports teams to access state funding for stadium development through a new bonding mechanism.
To qualify, projects must cost at least $500 million and involve stadiums with seating for more than 30,000 people.
Under the plan, Missouri would cover up to 50% of total stadium costs.
Teams would also be eligible for a tax credit of up to 10% of their investment.
"Governor Kehoe has been working for months to develop a competitive package to keep both the Royals and the Chiefs in Missouri where they belong," the governor's office said in a statement. "He views these projects as important economic development retention projects. Since the first days of the administration, Governor Kehoe has had many conversations with both teams, legislators, and community leaders on how to make this happen."
The legislation includes an annual legislative review, a required local contribution, and a claw back provision if a team relocates its stadium, headquarters, or training facility out of state.
Kehoe's plan would allow the Chiefs to renovate Arrowhead Stadium and/or the Royals to build a new stadium in Missouri.
Downtown Kansas City and North Kansas City are potential spots for the new Royals' stadium.
According to a 2023 study from the Chiefs cited by the governor's office, Arrowhead Stadium generates $28.8 million in annual tax revenue for Missouri and supports 4,590 jobs in Jackson County. The study also claims the Chiefs generate $572.3 million in local economic activity.
In a similar study from the Royals, the team estimates that a new ballpark district would support 8,400 jobs and provide $440 million in annual labor income.
The team projects the district would generate $1.2 billion in annual economic output.
Kehoe said that while the state’s role is critical, local governments must also be committed to keeping the teams.
"Local support will be critical to keeping the teams in Missouri," his office said. "The state’s role is critical, but no more so than the locals who must also be committed to finding solutions."
The Missouri House of Representatives approved the funding bill on Tuesday.
“The House today demonstrated Missouri’s strong commitment to keeping the Royals and Chiefs in our state for many decades to come," House Minority Leader Ashley Aune said. "These teams are vital parts of Kansas City’s culture and their loss would be a blow to the local psyche and economy. SB 80 strikes a fair balance between providing incentives for the teams to stay while ensuring taxpayers are repaid should they ever depart."
