COLUMBUS, Ohio — The Ohio Department of Health (ODH) is reporting the state's first measles case of 2025.

According to the ODH, the infected adult is from Ashtabula County. The person was unvaccinated "and had contact with someone who had recently traveled internationally."

“The fact that we now have a measles case in Ohio adds emphasis to the importance of being fully vaccinated,” said ODH Director Dr. Bruce Vanderhoff in a release. “This disease can be very serious, but it is preventable. I strongly encourage you to protect yourselves and your children by getting vaccinated.”

State health officials say they are now working with the Ashtabula County Health Department "to follow up on potential exposures and to promote opportunities for vaccination."

"Measles is extremely contagious and can spread to others through coughing and sneezing. It can be brought back to the United States, and Ohio, by individuals who travel. If people are not protected against the disease, 9 out of 10 people who are exposed will become ill," the ODH explained in a release.

The first case of measles in Ohio in 2025 comes amid ongoing outbreaks in Texas and New Mexico. By comparison, there were a total of seven cases last year, one in 2023, and 90 cases in 2022 spurred by an outbreak in Central Ohio.

During a briefing earlier this week, ODH officials announced that the state's school vaccination rates have fallen to 85.4% for the 2024-25 school year, down from 86.2% last year and well below the national average of 92.7%.

Medical professionals emphasize that the two-dose regimen of the measles, mumps, and rubella vaccine (MMR) — administered between 12-15 months and again between ages 4 and 6 — is 97% effective against measles.

The Centers for Disease Control and Prevention (CDC) recommends all children get two doses of MMR vaccine, starting with the first dose at 12 through 15 months of age, and the second dose at 4 through 6 years of age. The MMR vaccine can also be given to adults born after 1957 who are not vaccinated or whose vaccination status is unknown.

(TNS) — A lengthy plan to bring the Ashtabula County justice system up to date is nearing completion, and training will begin on the new court management system in early April.

Ashtabula County Clerk of Courts April Daniels said when she was elected almost four and a half years ago, the county was keeping court records on carbon copies. She said a transition to white paper occurred, but it became clear storage space was an issue.

“It became clear we didn’t have the room,” she said.

At that time discussions revolved around a transition to an electronic system.

In 2022, a presentation was made to the Ashtabula County Board of Commissioners regarding a possible alternative. The commissioners thought it was a good idea, and committed $950,000 of American Rescue Plan Act funds to the project, Commissioner Casey Kozlowski said.

The case management system chosen is CourtView 3, and will eventual allow for electronic filing of court documents.

Daniels said the system will include Ashtabula County Common Pleas Court, Ashtabula County Juvenile/Probate Court, Eastern County Court and Western County Court. She said it will also approve beneficial to the public and other county entities including the Ashtabula County Prosecutor’s Office.

Ashtabula County Prosecutor April Grabman said she was involved in the project from the start, and is excited about the opportunity.

She said she helped prepare the proposal while working for the Ashtabula County Common Pleas Court.

Grabman said it has been fun to watch the project develop.

“It is going to allow the public to have images from court records,” she said.

Daniels said training for the program is scheduled to begin April 7, and the system is scheduled to start June 1, with electronic filing likely available in the fall.

One of the big advantages will be for court case participants and attorneys, as they will be able to gain information right from their computers instead of coming to the courthouse for a copy of a particular part of the court docket.

Kozlowski said the entire project will be paid from ARPA funds, and an Ohio Supreme Court grant has been applied for to handle some of the finances for the electronic system.

He said the costs include equipment, licensing of software costs to name a few.

Daniels said department heads or representatives have been involved in regular meetings on the overall project. She said the individual training will give those using the system several months to prepare for the big change.

She said training videos have been provided by the company that can be viewed later if a training event is missed.

Ohio officially has a measles outbreak, the state health department announced Wednesday.

The outbreak consists of 10 people in Ashtabula County, the Ohio Department of Health (ODH) said in a press release, nine of which are linked to an unvaccinated man reported last week as the state's first measles case of 2025.

There is also a confirmed case in Knox County, where a "visitor" exposed others to measles in Knox and nearby counties.

None of the individuals infected with the highly contagious disease were vaccinated.

“Given the measles activity in Texas, New Mexico, and other states around the country, we’re disappointed but not surprised we now have several cases here in Ohio and known exposure in some counties,” said Dr. Bruce Vanderhoff, ODH director. “This disease can be very serious, even deadly, but it is almost entirely avoidable by being properly vaccinated. Measles is especially dangerous for young children, so I strongly urge all parents across Ohio to make sure your children are vaccinated. It is a crucial layer of protection that can save lives.”

Measles cases nationwide in 2025 have already surpassed 2024's total case count. The latest data from the Centers for Disease Control and Prevention show 378 people in 18 states have been diagnosed with measles. The outbreaks are primarily in Texas and New Mexico.

The CDC defines a measles outbreak as three or more related cases. Measles can spread quickly, and each case can lead to an additional 12 to 18 cases if people aren’t protected against the disease.

Vaccination rates down in Ohio spark deep concern

Local health officials warned that it was only a matter of time before measles reached Ohio, especially given Ohio's "alarming" decline in childhood vaccinations in the state.

Vaccine rates for measles, mumps and rubella — commonly known as MMR shots — in kindergartners dropped in Ohio from 89.2% in the 2023-2024 school year to 88.3% in the current school year, according to ODH's recent school immunization report.

This isn't Ohio's first outbreak in recent years. In 2022, Ohio had 90 measles cases, with 85 of those being in central Ohio.
