The massive, master-planned $600 million Madison Station redevelopment that won $37 million in Metro Nashville tax incentives last year will move forward with phase one in 2025, anchored by a new partnership between real estate developers and community services organization Urban League of Middle Tennessee.

The Madison Station project, designed as a new town center, is intended to be transit-oriented to provide better connectivity between residents of Nashville and Madison, a satellite-city-turned-suburb.

The partnership between phase one developer LDG Development, which builds affordable workforce housing, and the nonprofit will give the Urban League partial ownership of the site and ensure that the project's future financial gains can be shared. The return on investment will allow the Urban League to expand its programming in the Middle Tennessee area.

"This partnership is truly about putting equity into action," said ULMT President and CEO Clifton Harris. "By ensuring that we share in the long-term financial success of the Madison Station project, we are not just building housing — we are creating economic opportunities that will allow ULMT to reinvest in the community for years to come."

The TIF deal allows the developer to recoup up-front building costs from the project itself using future property tax discounts once the development is open and generating revenue, supporting the affordable housing element.

The Madison Station redevelopment secured a $37 million Tax Increment Financing incentive package, approved by Metro Council in January 2023. As part of the tax incentives, the site's master plan developers — Texas-based Artesia Real Estate and Nashville-based Cauble Group — will front the infrastructure, demolition and site prep costs needed for the 32-acre development to move forward. Metro will repay those costs, plus interest, over time via site's incremental property tax discount.

In comparison, the Omni Hotel and Convention Center and Country Music Hall of Fame received $61.5 million in TIF financing. The Sounds Ballpark received $28 million (and an additional $8.5 million when funding fell short), and Fifth + Broadway received $25 million.

LDG Development is the affordable housing partner in the Madison Station project. The developer announced this week that phase one will bring 242 affordable units spread across two buildings. Of those, 191 apartments will be available to families and 51 will be designated for seniors aged 62 years and older. The complex will include a gym, playground, pool and community center.

The two affordable housing apartment buildings will be located directly adjacent to the new roundabout at the end of Madison Station Boulevard, a connector that runs perpendicular to Gallatin Pike and will be extended through the Madison Station development. Fifty Forward's building, the new event venue Harken Hall and the Amqui Visitors Center all run along that boulevard.

When completed, the redevelopment will include more than 1,700 apartments and condos, Class A office space, retail offerings and public greenspace.

The ultimate goal of the project is to create a new town center for Madison, which has been an important destination in Middle Tennessee for decades. WeGo CEO Stephen Bland said the opportunity to create transit-oriented affordable housing on the site is paramount.

“We anticipate that this area of the city will become an even more important transit hub in the future," Bland said. "It currently serves as a connection point for four routes, with plans to add more connections. As such, not only would the future residents of this development experience a positive housing opportunity, but enhanced mobility and reduced household expenses through better transit connections as well.”
