SUGAR LAND, Texas — Getting around Sugar Land is about to become easier and more affordable, thanks to a brand-new rideshare service set to launch early next week.

"Sugar Land On Demand" will offer a more convenient transportation option, all while helping reduce traffic congestion and promoting sustainability.

In honor of the program's launch, you can ride for free from March 18 through April 18.

KHOU 11’s Michelle Choi got an inside look at one of the service’s electric vehicles, a sleek Tesla.

Melanie Beaman, Transportation and Mobility Manager for the City of Sugar Land, was excited to show off the new addition.

“We wanted to make sure we were doing things that were innovative, so using an electric vehicle so there won't be as many emissions on the road,” Beaman said.

Innovation, sustainability and listening to the community's needs are what drove the city to create "Sugar Land on Demand."

“This is basically like an impromptu carpool,” Beaman said. "We've heard our citizens, and we know that there's a real demand for something like this, and I think it's really going to help people, and that was the whole goal of this project, was to help people,” said Beaman.

The service will offer a fleet of five electric vehicles and eventually four hybrid vans, which are all wheelchair accessible.

The program is the first of its kind in the Gulf Coast region and is funded by a federal grant as well as the Fort Bend County voter-approved Mobility Bond.

For Beaman, this project has been two years in the making.

"How excited are you that it's finally about to roll out next week?" Choi asked Beaman.

"Yeah, when I came by the lot to see the vehicles to see if they'd been delivered, I almost cried," Beaman responded.

Beaman said the goal of the service is not only to ease traffic congestion but to address a growing need in Sugar Land for more public transportation.

While they do have demand type services with the Fort Bend County transit program, she said it has its limitations, since you must reserve a ride a day before.

"This will be strictly day of, you're ready to go somewhere, there's an app, you schedule a trip and within 8 to 15 minutes and takes you where you want to go," she said.

That includes popular destinations like:

You can also request a ride to go to the grocery store, but since it's still a pilot program, for now, the city will only be servicing areas in central Sugar Land.

At times, you’ll also have to share a ride with other people, but Beaman said that's what makes the service affordable.

The rides will cost just $2 per person, with an additional $1 for each additional rider.

To request a ride, you can download the “Sugar Land On Demand" app and sign up. The app will let you track your driver is in real time.

As for the future of the program, Beaman said the goal is to expand the service city-wide and possibly even partner with neighboring cities.

A new way to rideshare in Sugar Land is coming this month.

What residents need to know

At a March 4 meeting, Sugar Land City Council approved a contract with River North Transit LLC for a microtransit pilot program, an on-demand ride share service offering affordable transportation in a limited service area. The service is the first of its kind in the Gulf Coast region, Melanie Beaman, transportation and mobility manager for Sugar Land said.

The Sugar Land On-Demand service was initially announced in August to expand upon the county’s Fort Bend Transit Program, which lacks on-demand trips and has limited availability, she said.

City Council members, including mayor pro tem Suzanne Whatley, said they were excited to bring a new transportation resource to residents.

“We’ve done something spectacular here by bringing a service to our city that is going to do a great job for so many people that need it,” she said.

A closer look

The Sugar Land On-Demand fleet features seven on-demand vehicles, including five fully electric sedans and three hybrid wheelchair accessible minivans, Beaman said.

Riders will be able to request services via an app or phone call within the microtransit service area, and a vehicle will arrive within 12-15 minutes for only $2 per trip, according to agenda documents. Additional riders can be added for $1.

The 18-square-mile service area in central Sugar Land includes:

Services will run Mondays through Fridays from 6 a.m.-9 p.m. and Saturdays from 9 a.m.-9 p.m., Beaman said.

The cost

The three-year program will be funded by a nearly $3.6 million Houston-Galveston Area Council grant and a $1.5 million local match, which will come from Fort Bend County’s 2023 voter-approved mobility bond, Beaman said.

Additionally, collected fares will be used to help fund the program, she said.

Looking ahead

The pilot program will launch March 18 and will run one year with the option to add two one-year extensions, Beaman said.

Antonette R. “Toni” Wheeler passed away peacefully in March 2025 at the age of 79. Born in Mart, Texas, on March 20, 1945, she was the daughter of Lea Sansom Reynolds and Harold W. Reynolds.

Toni married the love of her life, L.A. “Buddy” Wheeler III, DDS, and together they built a life full of devotion, adventure, and laughter. Their 58-year marriage was one of true partnership and enduring love. Toni met Buddy while attending The University of Texas Dental School in Houston, where she earned her degree in dental hygiene. She later launched the first dental hygiene program for Fort Bend ISD, while Buddy opened his private dental practice in Sugar Land.

They raised two daughters, Lea Aden Lueck and Lindie Wheeler Gibbs, and welcomed sons-in-law Michael Lueck and James Gibbs into their close-knit family. As a mother, Toni was supportive, strong-willed, and endlessly loyal. As a grandmother—known fondly as “Gantee”—she was spirited, stylish, and completely adored.

Toni had a gift for making people feel welcome and seen. She was deeply connected to the Wheeler family in Sugar Land, sharing decades of love and laughter with her sisters-in-law Jonellen Reber, Janie Waddell (and husband Davis), and Jerry Wheeler (and wife Sam), as well as many beloved nieces and nephews.

She was actively involved in the Houston Dental Auxiliary, Fort Bend County Fair, Fort Bend Women’s Investment Club, Fort Bend County FFA, and Matagorda Yacht Club. She had a passion for gardening, bridge, politics, and the occasional trip to the blackjack table. She even held a private pilot’s license—proof that there was very little Toni wouldn’t try, and even less she couldn’t do.
