TEXAS CITY, Texas — A fire has broken out at a Marathon Oil refinery in Texas City, emergency officials say.

The Texas City Office of Emergency Management (OEM) first posted about the fire at 12:25 p.m. The refinery is located on 5th Avenue South east of 25th Street South.

The Texas City Fire Department is at the scene and air monitoring is being conducted.

The city said on social media that officials are closely monitoring the situation. A shelter-in-place order has been issued from 29th Street to Bay Street.

Texas City OEM is asking residents to go inside, close all doors and windows, and to turn off air conditioning/heating.

Marathon said in a statement that there have been no reports of injuries.

The area where Elon Musk's SpaceX company operates on the southern tip of Texas is to officially become a city called Starbase.Residents approved incorporating a patch of land as the new municipality in an election on Saturday.Most of the 283 eligible voters are SpaceX employees. The area where Elon Musk's SpaceX company operates on the southern tip of Texas is to officially become a city called Starbase.

Residents approved incorporating a patch of land as the new municipality in an election on Saturday.

Most of the 283 eligible voters are SpaceX employees. Results published online by Cameron County show 212 votes in favour versus six opposed. Billionaire Musk wrote "Starbase, Texas is now a real city!" on his social media platform X.

The new city covers about 1.6 sq miles (3.9 sq km) that was sparsely populated before SpaceX began buying land in the area in 2012.

The city's government will comprise of a mayor and two commissioners who will have power over planning, taxation and other local issues. But some nearby residents have opposed the measure and accused the company of harming the local environment.

Since SpaceX started buying land in the area, company housing and SpaceX facilities have sprouted up, and Mr Musk has a residence. Other evidence of the tycoon's presence includes a road called Memes Street and a giant bust of the tycoon himself, which was recently vandalised.

About 500 people are estimated to live nearby.

The possibility of incorporation as a city was rumoured for years before a petition submitted in December 2024 paved the way for Saturday's vote.

The first mayor of Starbase will be Bobby Peden, a SpaceX vice-president. Peden ran unopposed, as did two other residents with SpaceX ties who will fill the two commissioner seats.

The BBC contacted Mr Peden for comment.

Starbase will be a Type C city - a category of municipality of fewer than 5,000 people and a designation that among other things will allow officials to levy a property tax of up to 1.5%, according to the Texas Municipal League.

A bill currently winding through the Texas state legislature could give the new city's officials the ability to close a local highway and limit access to nearby Boca Chica Beach and Boca Chica State Park during rocket launches and other company activity.

Currently closures around SpaceX launches are managed by Cameron County, which includes the nearby city of Brownsville and the resort town of South Padre Island.

The result of the vote could set up tussles between county officials and Starbase over access to Boca Chica Beach as SpaceX looks to increase the number of launches at its Texas site from five to 25 per year.

The top official in Cameron County, Judge Eddie Trevino Jr, opposes the state bill that would allow Starbase control over closures.

In recent years Musk has moved many of his operations and corporate headquarters from California to Texas, citing more favourable regulation and his opposition to California's Democratic Party-dominated politics.

The headquarters of his companies X and Boring are now on the outskirts of Bastrop, a small city near the state capital Austin and about a five-and-a-half-hour drive north of Starbase.

In contrast with Starbase, the development outside Austin does not include much new housing for company workers – most of whom live in Bastrop or other surrounding communities.

Environmental groups have criticised SpaceX's impact on nearby wildlife, and say the company has increased light pollution and littered the area with debris from rocket launches.

In 2024 the company was fined nearly $150,000 (£113,000) by the US Environmental Protection Agency and the Texas Commission on Environmental Quality for dumping waste water.

The company has called the fines the result of "disagreements over paperwork" and maintains it follows environmental laws. The BBC approached SpaceX for comment.

BROWNSVILLE — Little is publicly known about the three people poised to lead Texas’ next city, Starbase, which includes the launch site for Elon Musk’s SpaceX.

There have been no signs of a traditional campaign along the Boca Chica Beach region in South Texas, where the proposed town is located about 20 miles east of Brownsville. No yard signs. No campaign websites. No candidate forums.

In fact, each candidate signed a pledge not to accept more than $1,110 in political contributions for this election.

The dearth of campaigning stems in part from the fact all three are running unopposed. If a majority of the nearly 300 eligible voters — many SpaceX employees — approve the city’s incorporation Saturday, the three candidates win automatically. And they’ll be tasked with creating the city from the ground up.

While their priorities remain unknown, the entire purpose of the city is to help SpaceX grow.

What is known about the candidates comes from public records and social media sites, reviewed by The Texas Tribune and Sunlight Research Center, a nonprofit, nonpartisan research organization. Each candidate was contacted multiple times by the Tribune. They did not return interview requests.

Here’s what we found.

Robert "Bobby" Peden, 36, has worked for SpaceX for 12 years. He started out as a ground support equipment engineer in 2013 at Space's Rocket Development Facility in McGregor. His job location changed to Starbase in December 2023 where he now works as the vice president of "Texas Test and Launch."

Peden has a degree in mechanical engineering from Arkansas Tech University and a master’s degree in engineering mechanics from the University of Texas. He resides at Boca Chica Village with his wife and three children.

His home, according to property records, is owned by the Space Exploration Technologies Corp., or SpaceX. Peden has worked in Texas since 2011. And he owned property in Texas between 2016 and 2024. First in McGregor and then in Lorena. He also owns property in Arkansas.

He contributed $5,000 to SpaceX's political action committee in December. Campaign finance filings list his residence as Hawthorne, California, where SpaceX headquarters are located. Musk has announced he plans to move SpaceX headquarters to Texas.

Jenna Petrzelka, 39, is running for one of the two city commissioner positions.

According to LInkedIn, she started working at SpaceX in 2012 as an avionics process engineer in Hawthorne and her last position there was manager of operations engineering at Starbase, a position she held from August 2023 to July 2024.

Her husband, Joseph Edward Petrzelkakla is a SpaceX vice president, according to LinkedIn. Both obtained degrees from Iowa State University.

Together they have two children.

Her listed occupation on her candidate application is "philanthropist." She previously owned an Etsy store that touted donating its profits to charity and, in 2022, volunteered at Good Neighbor Settlement House, a Brownsville nonprofit that assists migrants and people experiencing homelessness.

Petrzelka’s declared on her candidate form that her permanent residence address is 41356 Tarpon Bend Drive in Brownsville, which is about 3 miles southwest of Boca Chica Village. While no structures are visible through Google Earth, a few gated homes have sprung up there as well as a street sign that reads “Mars-A-Lago Ave,” a reference to President Donald Trump’s Florida home and beach club.

Jordan Buss, 40, is a senior director of Environmental Health and Safety for SpaceX. He has worked at SpaceX since 2023, according to LinkedIn. He previously worked for an energy company in the Houston area.

He studied at Purdue University from 2004 to 2008 and now lives at Boca Chica Village with his wife who is a master’s student studying industrial/organizational psychology at Purdue Global, according to his LinkedInN account.

In 2023, Buss made a $600 political contribution to the SpaceX PAC.

Texas cities named top places to live in the U.S., according to report

DALLAS — As if Texans needed any more state pride, a new report by Livability ranked eight Texas cities as some of the best places to live in the U.S. One Texas city came in at the top spot — Flower Mound, Texas.

Livability used a variety of factors to determine which cities are the best places to live, including population, affordability, amenities, economy, education, environment, health, cost of living, safety and transportation. Every city received a score out of 1,000.

Flower Mound sits just north of Dallas and is known for its wildflowers. It received a score of 875. The city ranked highest for health, economy and safety, according to Livability.

The city’s population is 77,122, and the median home value is $476,609, according to the list.

Flower Mound has more than 2,000 operating businesses and has a major hospital, the Texas Health Presbyterian Hospital-Flower Mound.

Another Texas city that made the list was Sugarland, a suburb located just southwest of Houston. Sugarland made the No. 3 spot.

In the top 10, at No. 10, is Round Rock with a score of 793.

At No. 18 is New Braunfels with a score of 758. The next few Texas cities were Midland at No. 33, College Station at No. 34, Tyler at No. 68 and Abilene at No. 82.
