A $400 million mixed-use project anchored by Target has broken ground in the Katy area as real estate developers chase rooftop growth west of Houston.

Called Texas Heritage Marketplace, the 750,000-square-foot development is to be filled with retail, restaurants, nearly 300,000 square feet of medical office space and self-storage units, plus 550 apartment units spread across two complexes, the developer, Houston-based NewQuest Properties, announced Monday.

The 165-acre development is in Waller County near the intersection of Interstate 10 and Texas Heritage Parkway.

Target confirmed its plans to open a roughly 148,000-square-foot store at 29355 Katy Freeway within the project. A Target spokesperson said the retailer would release more specific details and a grand opening date later.

Target would be just one of a few large retailers at Texas Heritage Marketplace, which is expected to attract a handful of other big brands alongside restaurants, retailers and service providers, NewQuest President Austin Alvis said in an interview.

WALLER GROWTH: New 4,000-home community coming to Waller County as population soars

Tenants are expected to start moving into the project in the second half of 2026. The apartments would likely break ground late next year, potentially opening in 2028, Alvis said.

The focal point of the project would be a community-oriented greenspace anchored by a massive live oak tree that was saved from the path of a recently completed roadway. The tree is nearly 300 years old and one of the oldest largest oak trees ever to be saved in the Houston region, according to NewQuest.

Near that greenspace, plans call for “more uniquely designed buildings that interact with each other, and then more community-focused restaurants” with patios, Alvis said.

“We want to create walkable communities, even in the suburbs, where your coffee shop can get the benefit of on-site residents” but other non-residents visiting the project feel welcome to shop and hang out as well, he said.

Construction work on the roads, water detention facilities and utilities at the site started in December. Construction on the buildings could start in the third or fourth quarter, Alvis said.

The project is estimated to cost at least $400 million, he said, although that tally doesn’t include Target’s space or the investments that individual businesses may spend on their own spaces. (Target will own and build its own store.)

NewQuest Properties has owned the site for almost a decade, but the Houston real estate firm was waiting for more population growth and for the completion of Texas Heritage Parkway, said Alvis. The 6.4-mile thoroughfare, which runs from I-10 to FM 1093, opened in 2021.

NewQuest isn’t the only developer to tap into projected growth along Texas Heritage Parkway. About 7 miles south of NewQuest’s project, Houston real estate firm Hines plans to oversee an extension of Texas Heritage Parkway from Westpark Tollway to Winner-Foster Road. The roadway extension will help to serve Hines’ anticipated 3,000-acre master-planned community that could eventually encompass 7,000 homes.

While Hines’ project is in unincorporated Fort Bend County, growth in Fort Bend is also spilling into Waller County. The once-rural Waller County is projected to double its population in the next decade to about 120,000 residents, according to estimates by Waller Economic Development Partnership.

Elsewhere in Waller County, developer Starwood Land recently announced plans for 1,463-acre master-planned community called Sunterra Lakes, where 4,000 homes are planned.

Tesla is going to build a new Megafactory in Texas near Houston, according to a tax abatement agreement with Waller County.

At the time of writing, Tesla had yet to comment on the new project, but the Waller County Commissioners Court confirmed the project on Wednesday when they approved a tax abatement deal with the company:

Under the proposed agreement, Tesla will receive tax abatements from Waller County based on property improvements. The deal includes $44 million in facility improvements and $150 million in Tesla manufacturing equipment that Tesla will install. The next phase involves a new $31 million distribution facility with about $2 million in Tesla distribution equipment and building upgrades.

Tesla is going to take over a 1-million-sq-ft building that it already held the lease on at the Empire West industrial park near Katy, Texas – just outside of Houston.

Logistics company DB Schenker occupied the space where it handled parts for Tesla, but it will move out and Tesla plans to build Megapack production lines at the site:

Tesla will operate a new Megapack battery storage manufacturing facility at a 1 million-square-foot building, which was initially constructed with no tenant on speculation that it would attract jobs and economic development.

Tesla has previously referred to plants producing Megapacks as “Megafactory”. The company already operates one in Lathrop, California, and one in Shanghai, China, where it just started production.

I suspect that Sodium batteries will eventually dominate such grid storage since energy density isn't important. Price and cycle life are what matters.

Those factories are set up for a production capacity of 40 GWh worth of Megapacks per year.

It’s not clear if Tesla plans for a similar capacity at this new factory, but the county announced project should result in creating 1,500 jobs.

In addition to the existing building, the project will include the construction of an additional “600,000-square-foot distribution facility with some manufacturing capabilities.”

Unlike its automotive business, Tesla’s energy business has been growing at an impressive pace – although prices and margins have come down last year.

BROOKSHIRE, Texas (KTRK) -- The former mayor pro tem and councilmember for the city of Brookshire is charged with stealing money from a city group aimed at improving quality of life for citizens.

Jeremiah Hill was indicted in Waller County on Feb. 14 on a charge of theft of property.

According to court records, Hill bid on goats and chickens at a Royal ISD FFA auction and won in March 2023. He bid under the name "Friends of Alderman Jeremiah Hill."

"The total amount of both bids was $8,302.20," the affidavit on probable cause says.

A board member for Royal FFA told authorities that they tried to get payment from Hill for months. Finally, they told him they were going to take legal action against him for a lack of payment, according to court records.

In October 2023, Royal FFA received a check for $8,500 from the Brookshire Economic Development Corporation, records say.

At the time, Hill served as the president of the BEDC.

"The Brookshire Economic Development Corporation (EDC) focuses on promoting economic growth and enhancing the quality of life in Brookshire, a small city in Waller County, Texas, located about 30 miles west of Houston," their tab on the City of Brookshire's website reads. "As a Type B EDC, its primary mission is to stimulate business investment, job creation, and infrastructure improvements within the community."

A Type B EDC, according to the state comptroller's website, is funded by sales tax dollars to go towards quality-of-life projects.

Hill's administrative assistant told authorities that he asked her to sign the check for Royal FFA, because all checks require two signatures, charging documents say.

"He told her to list the expense as 'Beautification,'" the affidavit on probable cause reads.

Hill reportedly did not bring the expense before the other board members.

Records show Hill turned himself in to the Fort Bend County Jail on Tuesday and was released shortly after.

ABC13 reached out to Hill's lawyer for comment but has not heard back.

The electric vehicle-maker and energy company plans to convert 1 million square feet it leased in 2021 at Empire West Business Park along I-10 in Brookshire, about 40 miles west of downtown Houston. A third-party logistics company handling Tesla parts has filled the space but is leaving, electric vehicle new site Electrek reported.

Additionally, Empire West developer Stream Realty will oversee construction of a 600,000-square-foot distribution and manufacturing facility that Tesla also will occupy, according to news website Covering Katy.

County documents didn't disclose timing of the projects, but a tax abatement agreement with Waller County starts in January 2026.

Waller County Commissioners on Wednesday approved a tax abatement for the project. In exchange, Tesla will make major property improvements. The deal would be in effect from January 2026 to 2035.

The deal calls for a Stream Realty entity to make $44 million in facility upgrades and for Tesla to install $150 million in manufacturing equipment. A future phase involves Stream Realty building a $31 million new facility, with Tesla adding $2 million in distribution equipment and building improvements, according to the agreement.

It also calls for Tesla to hire at least 375 people in the deal's first year, 750 by the second year and 1,500 by the third.

Tesla is recruiting talent at Texas A&M University, University of Texas and in Oklahoma, a Tesla representative told Waller County Commissioners.

“This gives good paying jobs right here in Waller County, so you don't have to drive into Houston or the surrounding area to have a good income,” Commissioner Justin Beckendorff. About 150 jobs will offer annual salaries of more than $100,000 and another 50 of more than $150,000, he said.

Tesla moved its headquarters to Texas from California in December 2021 after the launch of its electric vehicle Gigafactory in Austin.
