WISCONSIN — There were 89 total school referenda on the ballot for the April 1 election in Wisconsin.
A majority of the largest ones did not pass, results show. Many would have addressed budget deficits and building improvements, leaving those school districts with some uncertainty going forward.
Here's a look at what passed and what failed:
PASSED: Oshkosh Area School District
Voters decided the Oshkosh Area School District can go forward with a $197.8 million building referendum. The measure passed by only a couple hundred votes, with 13,958 saying "yes" and 13,487 saying "no."
The district will use the money to build a new, consolidated, middle school at the Shapiro site. It plans to then close South Park and Perry Tipler, going from three West Side middle schools to two.
With the approved referendum funds, the school district said it would like to make additions and renovations at Franklin, Carl Traeger and Oakwood Elementary Schools. It will then close Roosevelt and Shapiro, going from seven West Side elementary schools to five.
It also has plans to convert Perry Tipler Middle School into a pre-kindergarten center and recreation department. Additional funds will go toward installing air conditioning at Emmeline Cook, Lakeside and Read Elementary Schools and adding an auditorium at Oshkosh North High School.
PASSED: Racine Unified School District
A $190 million operations referendum for the Racine Unified School District passed Tuesday by narrow margins. The money will be distributed over five years to fund operational expenditures, including:
FAILED: Arrowhead Union
After a larger referendum failed to pass in Nov. 2024, Arrowhead Union once again failed to pass a $136.2 million building referendum.
The referendum would have funded additions and renovations to the current North Campus building, consolidating it into one high school building. The South Campus building would have also been demolished. Additionally, the school district planned to use funds to make other site and athletic facility improvements.
FAILED: Sheboygan Falls School District
Sheboygan Falls School District had a $70 million building referendum on the ballot, with results showing a majority saying "yes" to the money. The district had a referendum fail to pass in Nov. 2024.
The district said money acquired from the referendum would go toward renovations and expansions at its high school and elementary school, which would include security upgrades.
FAILED: Baraboo School District
Voters rejected a $69.9 million Baraboo School District referendum on the spring ballot. Funds would have supported additions, renovations, safety improvements and maintenance upgrades at three of its aging elementary schools. Voters rejected a similar referendum in November.
The April referendum would have also supported a new full-day 4-year-old kindergarten program.
FAILED: Beloit School District
Beloit School District put forth a $40 million referendum to its voters, but it ultimately failed by less than 150 votes Tuesday.
The school district said it will exceed its revenue limit by $9.17 million for the 2025-26 school year and by $14.12 million for the 2026-27 school year. It's also set to exceed its 2027-28 school year revenue limit by $16.95 million.
Referendum funds would have supported operational and maintenance expenses, including student behavioral resources, student academic resources and compensation for teachers and staff.
FAILED: Wausau School District
Voters rejected an $8 million referendum for Wausau School District. The referendum would have helped the district avoid a growing budget deficit, but the failure to pass it means the district faces some uncertainty.
Funds were also set to go toward attracting and retaining staff. The district said the referendum would have also allowed it to address ongoing maintenance needs, including roofing, HVAC/air conditioning, mass communication upgrades, cameras and energy efficiency.
PASSED: Rhinelander School District
A $20 million Rhinelander School District operations referendum passed Tuesday. It will support ongoing and non-recurring operational expenses.
The school district is set to exceed its revenue limit by $3 million per year for the 2025-26 and 2026-27 school years. It will then exceed the limit by $7 million per year for the 2027-28 and 2028-29 school years. The approved referendum will help with this deficit.

Luxurious sanitariums, or mental institutions, helped shape the local economy from 1885-1930.LAKE GENEVA — I recently discovered something about a Wisconsin town that was both interesting and a little shocking.When most people think about Lake Geneva, they think about the beautiful homes along the lake. But at the same time as some of the first mansions were being built, Lake Geneva was known for something else: sanitariums....
While the first mansions were being built on Geneva Lake, the town was known for something else. Luxurious sanitariums, or mental institutions, helped shape the local economy from 1885-1930.
LAKE GENEVA — I recently discovered something about a Wisconsin town that was both interesting and a little shocking.
When most people think about Lake Geneva, they think about the beautiful homes along the lake. But at the same time as some of the first mansions were being built, Lake Geneva was known for something else: sanitariums.
From 1885 to 1930, there were five sanitariums in Lake Geneva. The sanitariums mostly acted like hospitals for those with cognitive and developmental disabilities, speech impediments, addiction recovery, postpartum depression, ADHD, or other types of nervous disorders. People were put in them for good and bad purposes.
Some people were “ladies who were incorrigible or spoke against their husbands or their families," Sonja Akright said. She works at the Geneva Lake Museum and wrote the book 'The Sanitariums of Lake Geneva'. There's an exhibit on sanitariums at the museum.
These facilities were upscale. There were no straight jackets or metal cots. Patients had their own rooms, some had private bathrooms, and there were private dining halls, and parlors. The weekly rates in the late 1800s and early 1900s started around $50, which would be about $2,000 today.
“So like the medical facility was basically a hospital you could check yourself in, and it was for injuries, things of that nature. The mental institution, the insane asylum, was more where people from outside of town would tuck their folks to be away," Akright said.
It's where the wealthy from all over the country sent their family members.
“We don’t want this around our family or our society, and then being that it was in Lake Geneva, the resort town kind of made them feel better about it.”
Dr. Oscar King started four of the five sanitariums in Lake Geneva. He was a psychiatrist and neurologist. There were mental institutions, surgery clinics, and a general hospital. No lobotomies were performed at these facilities; however, doctors would drill into patients' skulls. On the other hand, patients also experienced equine therapy which was relatively unconventional for the time period.
"Theres a lot of ghost stories around the 40s, 50s, and 60s about lobotomies and the things that were happening there that were absolutely not true. The more I studied (Dr. King), the more I found he was not a horrible person. He was not doing horrible things to these people" Akright said.
The sanitariums brought a ton of money to the town. When these wealthy families would visit their loved ones, they would shop at the stores. The tax revenue also supported Lake Geneva. But given what sanitariums represented, not all locals liked them, especially when there were tragic deaths.
“Because (patients) did roam free, so they would roam down the train tracks, so someone would get hit," Akright said. “People would walk down to the lake. They would jump off piers and drown.”
There was also a children’s sanitarium with a pretty big scandal.
“So what happened was some nurses decided to take two children hostage for their back pay," Akright said.
They called the Chicago Tribune which wrote a story about the incident. However, the plan didn't work for them. The two nurses were jailed and didn't get their backpay.
Eventually, all five of the sanitariums closed by 1930. The kind of care offered became outdated.
“Thinking about kinder, compassionate care, we were moving away from the astigmatism (sic) of having to hide these people and not being able to talk about it to putting them into day programs trying to incorporate them into the world," Akright said.
After decades of neglect, vacancy, and a few fires, three of the buildings were eventually demolished. One of those demolished buildings was well known in the community since young kids would sneak in and explore its remnants. Gary Gygax, the co-creator of Dungeons and Dragons, wrote in a newspaper article how some of his experiences exploring the sanitarium influenced parts of the legendary game.

Two of the buildings still stand today. There is the Baker Hoouse, which is a restaurant, and the children's sanitarium, which is a private Airbnb.
Akright is still discovering new material about the sanitariums. She will update the museum's exhibit by the end of 2025 to reflect all the new information. The current exhibit is open Friday through Monday during the winter. Those times will expand in the spring and summer.
