LITTLE ROCK, Ark. — As we get closer to November 5, the day voters across the country will decide our next president and other officials, you may be wondering when do polls close on Election Day.

Below you will find when polls close in Arkansas as well as some reminders about what you will do when you get to the voting booth.

When do polls close?

In Arkansas, polls open at 7:30 a.m. and close right at 7:30 p.m.

That means if you are in line at 7:30 p.m. you can stay in line to vote. You are legally allowed to cast your ballot if you are already in line.

When you go to vote, an official will ask for your name, address, and date of birth. You will also be asked to present an I.D.

Eligible forms of I.D. are; driver's license, photo I.D., concealed carry license, U.S. passport, U.S. military I.D., or your voter verification card.

After that you will sign a precinct voter registration list and will be handed a ballot or be directed to a voting machine. If you make a mistake while filling out your ballot, please ask an official for a new ballot.

If you know you are registered to vote but your name is not on the precinct list of registered voters, you have the right to cast a provisional ballot so long as you sign and affirm you are registered to vote in that county.

You are also allowed to cast a provisional ballot if your vote is challenged by a poll watcher. Under Arkansas law, you must be informed whether your vote was counted along with a reason if it was not counted.

North Little Rock City Council Ward 4 candidate Scott Fowler spent more than double that of his opponent, Somer Clark-Day, campaigning to replace Charlie Hight who is not running for reelection, according to pre-election campaign contribution and expenditure reports filed by both candidates and made public by the Pulaski County Clerk's Office on Wednesday.

Between July 12 and Oct. 26, Fowler raised $25,110 for his campaign and spent approximately $24,818 throughout that period.

Aside from five individual donors who contributed in July, more than 70 remaining contributors donated to Fowler's campaign over the last three months with the majority coming through in September and October.

Hight, who announced he would not seek a seventh term in July, contributed a total of $400 to Fowler's bid for the seat, with a $200 donation in September and a separate one on Oct. 21.

Hight's wife, Becky Hight, also donated $200 in September.

Norman Clifton, chair of the city's planning commission, and his wife, Shirley Clifton, donated $1,000 to the small business owner's campaign.

Fowler's campaign also reported a $300 contribution from the North Little Rock Firefighters Union.

Fowler, 48, expended approximately $24,818 over the same period, with about $12,318 going to advertising, $5,737 on social media, about $2,218 going toward print materials and $3,000 spent on travel expenses.

Other expenditures included postage and voter outreach -- such as texts and calls -- which cost his campaign $541 and $1,000, respectively.

Fowler's campaign spent funds on outdoor signage in September, which constituted the more than $12,000 spent on advertising, according to the report.

Fowler's campaign ended the reporting period with approximately $294 in leftover funds.

Clark-Day, who is also vying to replace Hight this year, has approximately $267 left in campaign funds after she raised $9,601 and spent about $9,342 since mid-August, her report states.

Kim Lee, office manager at electrical and communications contracting company CCI of Arkansas, contributed $1,000 to Clark-Day's campaign in August while Steve Matthey, a retired lead engineer with Entergy, donated $500.

Kelly Hair, a University of Arkansas for Medical Sciences physician, gave $250 to the the candidate -- a former Arkansas Children's Hospital nurse and instructor at UAMS.

Other donors included First North Little Rock lead pastor Rod Loy and co-pastor Parker Loy, both of whom contributed $250.

Clark-Day's campaign also received a $250 contribution from Amy Friedman -- treasurer of the Overbrook Property Owners Association which Clark-Day is the executive director of -- among other donors.

Clark-Day's campaign reported about $9,097 spent on advertising which included roughly $4,753 on signage, stickers and print media, $119 on digital creation software, $272 on campaign shirts and $3,952 toward online advertising.

Also included in Clark-Day's pre-election report was about $153 spent on credit card contribution fees and $91 on postage.

Neither candidate reported any paid campaign workers.

North Little Rock School District voters rejected the district’s proposed 4-mill districtwide property tax increase, which would have brought the mill rate from 48.3 to 52.3, according to unofficial election results available Tuesday night.

The millage increase was expected to generate $70 million, and if passed, would have gone toward a new middle school — with a total price tag of $68 million — along with $30 million in Ole Main renovations and between $18 and $20 million for a new indoor sports complex near the current high school’s football field.

The district was slated to receive $20.8 million in state partnership funding for the middle school — which would replace both middle school buildings off Lakeview Road — but must sign construction contracts for the project by Jan. 20, 2025 to secure it, which Chief Financial Officer Brian Brown said would not happen without a successful millage.

NEXT STEPS

Superintendent Greg Pilewski said the district will “regroup and retool,” honing in on a potential special election in May 2025 wherein voters would be faced with the same millage proposal, assuming the district successfully secured an extention of state partnership funding past the January deadline.

The special election would have to be approved by the board, a process which Pilewski said the district “would immediately go through,” paired with continuing outreach efforts until May.

If voters reject the proposal again, the district will be forced to return any state funds it received for the new middle school and “go back to the drawing board” to reassess the district’s priorities, Pilewski added.

The district would also potentially reapply for state funding, although Pilewski noted that could take another four years to materialize, noting that he has been working toward the millage increase and associated funding for the district’s projects since 2020.

The millage increase will cost the owner of a $100,000 home an additional $80 a year in school district taxes. The owner of a $200,000 home will pay an additional $160 with the 4-mill tax increase.

A mill is one-tenth of 1 cent. One mill levied on an assessed value of $1,000 yields $1 in property taxes due. Arkansas counties assess property at 20% of actual value. The assessed value of a $100,000 house is $20,000. That $20,000 multiplied by 0.004 or 4 mills would generate an $80 tax increase.

VOTERS WEIGH IN

“I feel like they should either create organizations or programs specifically for that and for people to be able to put in as much as they want,” Sabrina McDaniel, the parent of a 9-year-old daughter in the school district, said.

She said that funding the projects should be “optional” for the community, adding that the district could host charity events and other initiatives to raise money.

McDaniel, who was a senior at North Little Rock High School when the district passed its last millage increase in 2012, said she would like to see the district focus its resources on providing more affordable after-school and summer activities for students.

For Michael Reeves, a special programs leader with the city’s parks and recreational department, the middle school “needs the upgrades bad.”

The middle school’s former paraprofessional said the buildings are outdated, citing safety concerns related to cameras in both buildings that leave “dark spots” across the campuses.

Reeves said that the middle school is the oldest building in the district and “needs replacing,” a project he said would be “best for the kids.”
