Final Public Draft De La Cruz/Coleman Bikeway Planning Study
The City of Santa Clara is pleased to share the Final Public Draft of the De La Cruz Boulevard/Coleman Avenue Bikeway Planning Study and its associated appendices with the community. Thank you to all who reviewed the report and provided comments. This is the culmination of a two-year long effort to engage the community in the process of developing the study through three rounds of online workshops and online surveys.
The Bicycle and Pedestrian Advisory Committee (BPAC) reviewed the final draft report at their June 17, 2024 BPAC meeting and recommended to Council to adopt the report and approve Concept B: Protected Bike Lanes & Two-Way Cycle Track as the preferred design alternative. Video of the BPAC meeting is available online.
At the October 22, 2024 City Council meeting, the Council passed a resolution to adopt the De La Cruz Boulevard/Coleman Avenue Bikeway Planning Study and selected “Concept B (more two-way cycle tracks)” as the preferred alternative.

The City is beginning work on the De La Cruz Boulevard and Coleman Avenue Bicycle Planning Study and has selected Kimley-Horn to assist with the process. The plan will take approximately one and a half years to complete and will determine the most appropriate design to reallocate roadway space for 1.8-miles of bike facilities along De La Cruz Boulevard from Central Expressway to Lafayette Street and Coleman Avenue from Reed Street to the City limit line. The plan will identify improvements to complete bicycle network gaps, increase mobility, and encourage the public to choose more sustainable modes of transportation. The plan also includes reviewing potential options for parking removal. The City invites nearby business owners, residents, public health professionals, school staff, commuters, and community leaders to take part in the process. There will be a robust public outreach plan to gather feedback from the community on your vision of how to transform this section of De La Cruz Boulevard and Coleman Avenue. The plan will produce a parking study, street design concepts, and a draft and final Project Report that will discuss opportunities and constraints of the potential design options.
It should be noted that this is only a planning level document and does not include design, environmental review, or construction of any alternative. At the completion of the work effort, if Council decides to move forward with a specific alternative, then additional funds would be required to design, bid and construct the alternative.
