ALBUQUERQUE, N.M. — Voters might be just 10 days from Decision 2024, but that’s not stopping New Mexicans from making their voices heard.

The state doesn’t provide numbers over the weekend, but as of Friday morning more than 324,000 New Mexicans have already voted. That includes both absentee ballots and early in-person voting.

KOB 4 went out to two of the early voting locations, where one of them had at least 900 voters cast their ballots today alone.

”It’s really convenient, and it’s something that I always take advantage of,” said Patricia Galindo, who voted early in Bernalillo County.

“With where I’m working, it’s kind of hard to be able to get around to vote,” said Ava Jane Minnick-Lujan, a first-time voter.

People are exercising their right to vote days before Election Day.

For Galindo, every election is a family affair.

“Ever since my kids have been babies, I bring them to vote with me to show them that we have to exercise our right to vote,” she said. “It’s a great way to have a meaningful impact and conversation about issues facing our community, both at the local, state and national level.”

Another voter was excited to get to the polls for the first time.

“Being able to realize that I could vote this year was pretty amazing,” Minnick-Lujan said.

She said reproductive rights are at the top of her list of importance.

“With what’s going on and how everything could turn out, in my opinion, I think that this year is so important because we might never, ever be able to vote again, honestly,” Minnick-Lujan said. “But a lot of the choices that people are making.”

While some New Mexicans spent the day casting ballots, others combined their civic duty with shooting hoops.

“We can get our message out while playing basketball,” Larry Morinia said.

Andreana Thomas with the New Mexico Black Leadership Council said her love for the sport gave her the idea to bring a national event to Albuquerque, the Change the Game Basketball Tournament.

“When we think of politics and voting, it’s like you have to do this thing,” said Thomas, the positive youth development director with the Black Leadership Council. “It feels, feels like a task sometimes, versus, this is your right, just like it’s your right to play basketball, it’s your right to vote, and we want to bring those two together.”

For Thomas, it’s also about encouraging black and brown voters to make their voices heard.

“Our ancestors fought so hard for us to have that right to vote, and it’s now our time to express that,” Thomas said.

“My family will be affected by the next four years, no matter how I like it or how I look at it, what vote I use may be affected, and my vote could change something, you know, and people think it’s just one vote, but a bunch of one votes make a difference,” Morinia said.

The New Mexico Black Leadership Council was able to get 107 athletes to commit to vote.

People can register to vote the same day they submit their ballot on site, even on Election Day. The last day to vote early is November 2 and Election Day is November 5.

Tom Cooley, Ph.D., is an expert in space technology with over 25 years of experience in the Air Force Research Lab (AFRL). He is the president and founder of TC Space Consulting LLC, where he and his team guide space technology companies, academic institutions and other entities through challenges specific to the space ecosystem.

Cooley, not originally from Albuquerque but born in Fort Worth, Texas, attended Highland High School upon moving to the area. He was in the Boy Scouts and had a mentor who helped him with a science fair project, which sparked his lifelong interest in science.

He received his bachelor’s degree in electrical engineering from Rensselaer Polytechnic Institute in Troy, New York, and then joined NASA's Jet Propulsion Laboratory in Pasadena.

He worked there for three years, engaged in a NASA fellowship to get his Ph.D. in optical sciences, completed at the University of Arizona. He then conducted his postdoctoral research in France, at the Centre d’Etudes et de Recherches de Toulouse (CERT, now ONERA).

According to Cooley, though, there were a lot of factors pulling him and his wife back to Albuquerque. They returned 29 years ago.

The majority of his career was spent at the Air Force Research Laboratory, where he could continue his work in what's generally known as remote sensing.

Cooley explained remote sensing includes spy satellites, commercially available earth imaging satellites, synthetic aperture radar and, "more than anything," imaging spectrometers.

“You're looking at the surface of the Earth and doing the chemical analysis of what's on the Earth. So, that was always very fascinating to me,” he said, adding, “that was one of the things that drew me here. … I set out to build a satellite with an imaging spectrometer, which [my team and I] did.”

Cooley said this work is unfortunately classified, and he can’t share “cool details," but said the project was very successful in terms of demonstrating capabilities of the program. The work was completed in 2011, and the satellite was turned over for other operational uses.

Cooley continued to explore broader remote sensing, including synthetic aperture radar, a radar technique that produces high-resolution images of the Earth's surface.

Space situational Awareness (SSA) at AFRL and in Maui, Hawaii, at the Air Force Maui Optical and Supercomuting (AMOS) site, is focused on observing other satellites in space. Cooley’s background with optics and remote sensing allowed him to lead that research enterprise and then become the chief scientist for the space vehicles directorate at AFRL. This expanded his purview from just remote sensing to span space propulsion, solar power and allowing him to see the entire enterprise of building satellites.

Cooley explained how this work is used for a specific kind of ISR or intelligence, surveillance and reconnaissance. According to NATO, ISR provides the foundation for all military operations, and its principles have been used in warfare for centuries.

“It [can be] very tactical, from ‘Is there a tank? Is there a decoy? What are we looking at?’ to our missile warning systems, working with companies geared towards infrared sensing of a launch. If there's a foreign launch in North Korea, we want to know that very quickly,” he said, adding that this involves work with the Missile Defense Agency to track and take it down or “shoot it out of the sky.”

The systems Cooley worked on support ISR in Space Situational Awareness or SSA, identifying satellites and nefarious actors in space maneuvering their satellites which might become a problem.

“The United States has a wonderful capability in space, I'll say even an advantage. But because of all those capabilities, we kind of want to keep that advantage,” he added.

In the day-to-day lives of Americans, GPS outages, for example, are incumbent upon the U.S. Space Force to fix, and ensure foreign actors cannot and are not causing outages.

Albuquerque Business First met with Cooley to learn more about him, his work and its importance in this day and age.

Tom Cooley: So when I retired March of last year in '23, I thought, well, I have an enormous network of people. ... I know a lot of people in New Mexico, but there's a lot of them in D.C. and Los Angeles and other places, specific to my chosen field, but I have all this network. And I mean, there's just so many things going on in space and I like people to understand that it's not just SpaceX, right? … Behind that, there's a tremendous amount of activity of small companies, medium-sized companies, that are revolutionizing how we think about space, the types of things we can do in space. Hands down in my 30-year career, this is the most exciting time to be working in space ever, right? And it just keeps getting better. … SpaceX has made access to space much less expensive, and that's been the key to a lot of this innovation, is that if you can launch something within a reasonable cost then it makes a huge difference.

Here in New Mexico, I would say Verus Research. Verus reached out to me where we're working on helping them pull together the winning team for a contract opportunity here they have … very much employee-oriented and supporting employees and mission focused for the customer. … Another one would be Solstar. They're working on several different RF, radio frequency radios, for space systems... a large part of that is for NASA. So they're a local company that I really enjoyed starting to work with here just over the last six months. … Another local one, Space Kinetic, [I helped] them connect with DARPA (Defense Advance Research Projects Agency) and they were able to meet with the program manager. And so, they're working on some interesting concepts for space. Those are three. I could keep going on.

I have a very deep understanding of the space research enterprise that supports the Space Force, knowing how those decisions are made... How does the system work? How does the government make these types of decisions? And what are the types of things that that a company needs to focus on when engaging with them? … On the technology side, though. … I've seen pretty much every imaging spectrometer that the government has built and … I have technical expertise in addition to being a bureaucrat. … My wife will sometimes introduce me at a cocktail party as a rocket scientist. … I [can] build a satellite to ride a rocket but I really don't know much about rocket science per se. But I do know people who do.

The numbers that come out of [Albuquerque Public Schools] … are not where they should be on a national level. We need to look at that. Crime. … Those issues do come up. I was really happy to see the initiative NewSpace Nexus has with Rocket Lab … to work with CNM to develop a pipeline of technicians and technical folk who can step right into a job and be able to contribute to manufacturing [and more]. … There's a need for that kind of training and pipeline. … The tax structure [is a challenge]. We have a gross receipts tax which is a regressive tax, we need to be very thoughtful about how the state wants to raise money. ... we do it differently than anyone else.

You're co-located with a lot of the customers. … There's a distinct advantage to be able to meet with the various customers, and we have opportunities like the CRADA or Cooperative Research and Development Agreement, which you can set up with AFRL or other government agencies, that allows you to use some of their facilities when you need to. … The cost of real estate, and access to talent. … I would love to see more companies locate here, and I'm going to continue to advocate for that [while] working with other organizations. … We are in competition with Texas with no state income tax, and California with an enormous labor pool, so we need to continue to distinguish ourselves as one of the key places to locate.

I really enjoy spending time with my family, my daughters, when they set time aside. Go spend time with your parents occasionally. We have a dog, love our dog. My wife and I like to bike ride … I play the piano, I could be better, don't ask me for a concert. My wife and I are spending more time doing some interesting travel. We went [early this year] to Antarctica. … We just signed up for some biking trips in Spain and Majorca and places like that.

My youngest daughter is an attorney … working for OFRA, a new office for the state, Office of Family Representation and Advocacy, making sure … children, parents, everyone gets representation when they go to court. She lives here in the North Valley and we see her quite a bit. My other daughter is in Longmont, Colorado, working for the CDC, but she works remotely. She travels for them around the world, on their international influenza team.
