INDEPENDENCE, Mo. —
Residents at two Kansas City-area apartment complexes are threatening to withhold more than $60,000 in rent from their landlords after months of unmet requests and demands.
KC Tenants announced on Friday that tenants at Independence Towers, 728 N. Jennings Rd. in Independence, and Quality Hill Towers, 817 Jefferson St. in Kansas City, Mo., voted to authorize rent strikes at both of their complexes.
The action would mark the first-ever rent strike escalation by KC Tenants, joining a nationwide effort targeting properties with federally backed loans.
Federal financing provided by Fannie Mae has underwritten loans at both complexes. Tenants say the landlords at both complexes should be held accountable by federal regulators with the Federal Housing Finance Agency to the conditions in both apartments.
FTW Investments originally financed the loan at Independence Towers with Fannie Mae. A judge eventually appointed Trigild Inc. as receiver at the property.
Tenants say Trigild has gone silent in response to their demands since a meeting with a company representative in June. KMBC 9 Investigates has not heard a response from the company since then, either.
“We still haven't gotten any responses from any of the people responsible for the reason that this building is the way it is,” said Independence Towers Residents Elliot West.

West has helped lead the tenant union at Independence Towers, which has 65 percent of the 63 occupied units in the building. Tenants at Independence Towers have raised concerns about fire damage, flooding, a broken HVAC unit, and an unusable parking garage.
A 3-year-old boy fell to his death earlier this summer, too, from an apartment window at Independence Towers.
The Quality Hill tenants union includes 63% of the 234 occupied units. Sentinel Real Estate Corporation is responsible for that building.
Sentinel and Quality Hill responded to a KMBC 9 Investigates request for a statement Friday saying management has been working with the union "in good faith" for more than a year.
The statement goes on to say that the work being demanded by the union has either been completed, or is already underway, and adds that a rent strike will only impede the property's ability to complete necessary repairs.
The tenant unions at both complexes are demanding rent caps, new ownership, and collectively bargained leases, among other items.
The strikes would start Oct. 1.
Full Quality Hill Tower Management Statement:
“Management has been working with the union in good faith for more than a year and continues to respect and affirm tenants’ rights to organize. However, claims being made by the tenant union are false. The work being demanded either has already been completed or is underway – proposing a rent strike will only impede the property’s ability to complete these necessary repairs. What’s more, rental increase examples being used are those of residents switching from long-term leases to short-term or month-to-month leases, which automatically result in their rental rates adjusting from a meaningful discount to comparable properties in the area to market rate for similar units. Since 2020, residents who choose to renew their leases have seen annual increases of approximately 3% on average, which is in line with the renewal rate increase cap the tenant union is requesting. We have also at times offered concessions of $250 to $750 to residents who choose to renew rather than move out or go short-term/month-to-month.”

Residents of a southeast Missouri town were forced to evacuate their homes Wednesday when a fire erupted at a nearby battery recycler.
Madison County 911 posted on Facebook around 2 p.m. on behalf of the county sheriff’s office telling residents north and west of Fredericktown to leave the area.
“If you can see or smell smoke in this area, you need to evacuate!” the post says.
In a separate post later in the afternoon, Madison County 911 and the Fredericktown Fire Department said only residents on Madison County Road 277 needed to evacuate. The county urged other residents to shelter in place. The post said the city of Fredericktown was not affected by the order.
“Close windows, doors and turn off window AC systems,” the post says. “…Again, if you see smoke, stay indoors.”
Around 7:45 p.m., an emergency dispatcher told The Independent crews were still fighting the fire.
Photos posted on Facebook by Madison County 911 show Critical Mineral Recovery, one of the world’s largest lithium-ion battery processing facilities, with a hole in its partially-collapsed roof. Smoke billowed from the charred building and a slight glow of remnant fire could be seen inside.
According to the company’s website, the plant processes electric vehicle and consumer-grade lithium-ion batteries and retrieves valuable metals and minerals, including copper, nickel, cobalt, lithium, manganese and aluminum. The recycled materials can be used to build new batteries.
The fire erupted in spite of what the company’s website calls “likely the most sophisticated automated and remote supervised and controlled fire suppression systems in the world.”
“The state-of-the-art fire prevention system is designed to detect fires before they start,” the company’s site says. “The system covers all areas where battery materials are stored or processed. It is monitored remotely 24/7 employing high-intensity industrial forward looking infrared…camera technology.”
County officials, the Missouri State Emergency Management Agency, the Missouri Department of Natural Resources and the company could not be immediately reached for comment.

Voters are using a port-a-potty and have reported at least one minor car crash while trying to vote early in Jackson County, Missouri.
About 11,000 of the county’s roughly 279,000 voters have cast no-excuse absentee ballots since the option became available on Oct. 22.
Most voters have had to wait in line more than two hours to cast their ballots.
Sara Zorich, one of the two directors for the Jackson County Election Board, said the office bought extra ballot machines and added staff ahead of early voting. But even she was surprised with turnout.
"There is a huge uptick — I wouldn’t even say uptick — I'd say wave," Zorich said, comparing this turnout to the primary election in August.
The Jackson County Election Board opened two early voting locations. It only had one during the 2020 presidential election.
Zorich said budget, security, and the availability of county-owned buildings limited the number of early voting locations the election board could offer.
Plus, if the county bought even more machines to handle high numbers of voters, it has no place to store the machines when they’re not in use for an election.
"I think right now, we're doing the best we can with as much staff as we have and as many machines as we’ve been able to provide," Zorich said.
The county’s parks department placed a portable toilet at the Blue Springs voting location. Zorich reported a minor fender-bender in the parking lot. An election worker is now directing traffic at that location.
On Tuesday, the election board added a fourth check-in station at its Independence voting location. Staff members said that sped up the line.
It’s hard to say whether the long lines have dissuaded people from voting early. People in line Tuesday were not angry.
“Absolutely not — I’m happy to see the turnout," Kim Bucci-Torres said.
She brought a chair and book to occupy her time after her husband warned her of his experience in the long line last week.
"I don’t have any anger toward anybody," said Phyllis Dent, who spent more than two hours in line.
By comparison, Monday, Johnson County, Kansas, processed more than 18,000 votes. It had more voters in one day than Jackson County had in one week.
Johnson County has about 200,000 more voters than Jackson County and operates 10 early voting locations on weekdays.
The Kansas City Election Board has roughly the same number of voters as Jackson County. It has six early voting locations.
Wyandotte County has five early voting locations for its 100,000 voters.

KANSAS CITY, Mo. — The general election is only a few weeks away, and if you have ever voted before, you know exactly what to expect — long lines, lots of standing, and for some, a whole lot of anxiety.
That is if you live in a highly populated area.
However, even though the general election starts on Nov. 5, voters from across the country are given opportunities to show up to the polls weeks in advance, and for some in the state of Missouri, this opportunity opened on Tuesday.
Early voting, also known as ‘absentee voting,’ has two different categories: excused and not excused. Both categories allow voters to cast their ballots early, but both also have different specifications that Missourians should take note of.
So, here’s everything you need to know about early voting in the November 2024 general election:
Absentee Voting (with excuse)
According to the Missouri Secretary of State’s Office, to be considered “excused,” voters must submit an absentee ballot application to their local election authority. On the application, the voter must request an absentee ballot be returned to their residence by mail and include one of the five reasons for early voting:
After receiving the ballot in the mail and filling it out, registered voters must get it notarized and then return it to their local election authority by mail or fax. These ballots must be received by the local election authority no later than 5 p.m. on Wednesday, Oct. 23.
If a voter plans to bring the ballot to the voting place in person, they can drop it off at the office or their local election authority no later than 5 p.m. on the night before the election, Nov. 4.

Absentee voting without an excuse started Tuesday, Oct. 22, allowing registered voters to cast their ballots at their designated local election authority by 5 p.m. on Nov. 4.
In order to get the ballot, voters must go in person to their polling place to begin the early voting process. However, unlike excused absentee voting, unexcused voting does not require registered voters to disclose why they cannot make it to the polls on election day.
According to state statutes, all local election authorities are required to open for four hours on the Saturday before the general election, which would be Nov. 2. This allows prospective unexcused absentee voters to fill out and return their ballots right on the spot.
Similar to excused absentee voting, though, unexcused absentee voters cannot cast a provisional ballot if there are issues with registration verification.
