CLEVELAND — Several school districts across Northeast Ohio, including the Cleveland Metropolitan School District, Akron Public Schools and Avon Lake City School District, are asking voters to consider tax levies or bond issues on the ballot during the 2024 general election on Tuesday, Nov. 5.
3News has compiled a list, broken down by county, of some of the key school levies and bond issues on the ballot in Northeast Ohio.
ASHLAND COUNTY
If passed, the money will be used to furnish and equip a new PK-12 building. In addition, it will go towards demolishing Budd and McMullen Elementary Schools and certain portions of Loudonville High School. Finally, the funds will improve, renovate, furnish, and equip new facilities and make general permanent improvements. This also overlaps with Holmes, Knox, and Richland counties.
CUYAHOGA COUNTY
According to officials, Issue 49 combines an 8.6 mill, 10-year operating levy increase, and a 2.65 mill, 35-year bond extension authorization that will not increase taxes. In addition, the levy is based on old home values, not the reappraisal. The cost is $3.73 per week for a middle-value home. Over half of the tax is paid by businesses.
If passed, the money will go toward constructing, renovating, remodeling, enlarging, furnishing, equipping, and improving buildings/facilities. It will also acquire and improve sites and help with current expenses.

If passed, the funds will help build a new elementary school, pay current expenses and construct school facilities. In addition, it will help renovate and expand existing facilities.

If passed, the funds will allow Mayfield Schools to "keep the programs and supports that contribute to its 5-star rating on the State Report Card and 99% graduation rate." According to the district, the levy would cost homeowners $14.58 for each $100,000 of valuation.

If passed, the money will go toward the current expenses of the school. This also overlaps with Lorain County.
GEAUGA COUNTY
If passed, the money will go toward general permanent improvements in the district. According to the district, the levy would cost homeowners $2.92 monthly for each $100,000 of valuation. The levy would generate approximately $1.2 million per year.

ERIE COUNTY
If passed, the money will be used to construct, add to, renovate, remodel, furnish, equip and otherwise improve district buildings and facilities.
HURON COUNTY
If passed, the money will be used to construct school facilities under the Ohio Facilities Construction Commission's Classroom Facilities Assistance Program.
LORAIN COUNTY
If passed, the money will be used to construct a new elementary school, a new athletic complex, site improvements at Heritage Elementary School, and more.

If both issues pass, property owners must pay an additional $414 per $100,000 of estimated home value. Issue 15 is a bond, which would generate money toward building two new elementary buildings and a middle school, plus renovations for Avon Lake High School. Issue 16 is an emergency operating levy, which would generate revenue for day-to-day needs, course offerings, sports, and more.

If passed, the issue would raise an estimated $3.3 million annually and would be used to fund essential day-to-day operations.

MEDINA COUNTY
If passed, the money will go toward constructing, furnishing and equipping a 9-12 building. It will also improve, renovate, furnish and equip existing facilities.
If passed, the money will go toward maintaining the high-quality programs and services for K-12 students in Medina City Schools. According to the district, the levy would cost homeowners $22 monthly for each $100,000 valuation.
If the levy does not pass, the Medina City School District would have to restructure the district, eliminate bussing at the high school level, make additional staffing cuts and more.

PORTAGE COUNTY
If passed, the money will go toward building a new high school, updating other schools and growing the community. According to the school district, the levy would cost homeowners $265 per year for each $100,000 of valuation. This also crosses into Summit County.

RICHLAND COUNTY
If passed, the money will be used to pay current expenses and necessary district requirements. According to the district, homeowners would have to pay an additional $16 per month for every $100,000 of valuation.
Residents would also pay a 1% tax on earned income, which includes wages, salaries and tips.
SUMMIT COUNTY
If passed, the money will go toward constructing, improving, furnishing and equipping four new PK-3 elementary schools and one new 6-8 middle school. In addition, it will improve, renovate, furnish and equip existing facilities and demolish existing facilities. This overlaps with Portage County.
If passed, the money will go toward constructing, furnishing, equipping and otherwise improving school district buildings and facilities. According to the district, homeowners would pay $149 per year for each $100,000 of valuation.

In addition, it will acquire, construct and furnish, and equip new facilities and help with current operating expenses. CLEVELAND — Some major levies across Northeast Ohio passed in the election, approving more funding, saving some large area school districts and their future plans.
Cuyahoga CountyCuyahoga County voters passed the Cleveland Metro School District $295 million bond issue by 66% despite recent property reappraisals.

Cuyahoga County is one of seven counties that completed new state-required reappraisals, with homeowners seeing their property values increase around 30% on average. Some residents were concerned that the levy could mean an increase of up to $600 yearly, on top of the reappraisals. However, the CEO of CMSD, Dr. Warren Morgan, argued it was better to vote for the levy now rather than later since it would still use old home values.
“If we were to wait and do the levy later, then it would be on the new reappraisal rates and would be even higher,” Morgan said.
Summit CountyIn Summit County, Akron voters voted yes to Issue 27, which approved new school taxes for the first time in 12 years. A 1.3-mill bond issue would pay for a new $85 million North High School. The district is also moving forward with a 7.6-mill operating levy to pay daily expenses.
North High leaders believe a new building is needed to replace the 93-year-old school with about 900 students, as they say there have been ongoing problems with roof leaks and ceiling tiles falling into classrooms. The levy and bond issue comes after the Akron schools cut $24 million from the budget and eliminated hundreds of jobs, including dozens of teaching positions.
"It's all about the kids and if we want a better community here in Akron, it doesn't matter if you live on the south side of town, the west side of town,” said Frank Kalain, Interim Principal, North High School. “Wherever it is, we need to make sure we take care of our kids.”
A close oneIn one of the closest school ballot issue races in Northeast Ohio, voters passed Twinsburg City Schools' $107 million bond issue with 51% of voters in favor and 48% against the levy.
FailedTwo failed levies were Mansfield City School District, with 69% of voters voting no to their levy and 52% voting no to the Avon Lake City School levy.

CLEVELAND, Ohio (WOIO) - Huge crowds waited for hours to cast their votes on Sunday, the final day for early in-person voting.
The line of people stretched from East 30th Street and Euclid Avenue and around the corner onto Chester Avenue, over the freeway overpass, all the way to East 24th Street on the Cleveland State University campus.
Early voting in 2024 was a record-breaking year for Cuyahoga County, surpassing the number of early voters who came out for that historic election in 2008.
“It took me four hours to go from waiting in line to finishing voting,” said Susan, a Cleveland voter. “It was definitely worth it.”
Even though the Board of Elections closed at 5 pm for the day, the line of people who were still waiting to vote an hour and a half later appeared endless.
The Board of Elections allowed anyone who was already waiting in line at 5 p.m. to still cast their ballot.
“We don’t mind, we both work so we can’t be here on Tuesday,” said Bill Anderjack, who waited in line with his wife.
Danielle Cisler says it took her 30 minutes just to find a place to park and then she waited in line for nearly three hours to vote.
“It’s 100% worth it,” said Cisler. “There were a ton of first time voters that were celebrating inside the building.”
Several Board of Elections workers called it amazing to see so many people exercising their right to vote during a historic election where there are so many issues impacting our quality of life.
“Oh, it’s very critical,” said Anderjack. “We need to have the right leaders in place.”
Ariel Hayes of Euclid didn’t want to wait until Tuesday to vote.
“As a mom, as an educator, it’s just important we make sure everyone’s rights are valid and heard,” said Hayes. “I just want to make sure my vote counts in this election.”
“I don’t think I’ve ever seen anything like this,” said one man.
“If you’re registered to vote you need to go out and vote. It’s super important,” said Clevelander Faith McGrady. “There are a lot of resources and a lot of information if you’re not sure who to vote for -- regardless of what political party. There’s no excuse.”
