What is the difference between penetrating and non-penetrating moisture meters?

Penetrating (pin-type) moisture meters measure electrical resistance between two pins driven into a material, providing a direct moisture content percentage. Non-penetrating (pinless) meters use radio-frequency or capacitance to read the top half-inch of a surface without damage. Both are calibrated to material type. Per IICRC S500 §12.2.
