The City of Katy shut down a 30-year community market after attempting to buy out the organizer and small business owner.
KATY, Texas (KTRK) -- A 30-year tradition in downtown Katy is going away for good because city officials want it that way.
To Betsy Proctor, it feels like the Grinch really did steal her Christmas.
"It's a 30-year tradition," Proctor said while choking back tears. "I don't want to cry. It's gone."
For the past thirty years, Proctor, who runs an antique store on Second Street in the town square, has organized a weekend market to attract families to downtown Katy.
What began as a few vendors on a patch of grass has grown into a monthly event called Katy Market Days. The largest event is always the Christmas Market, set to take place this Saturday.
Except this time, it will be her final market because Katy City Hall now refuses to close the streets surrounding the town square.
"It is what it is," City Administrator Bryon Hebert said, readily admitting the City of Katy wanted Proctor to turn over her event to the officials.
But since she refuses, they are making it impossible for her to continue operating.
"Do you think the city would let her keep running it?" ABC13 asked Hebert outside of Katy City Hall.
"Not at this time, because we're ready to run the market," he answered.
Proctor says that in early October, Katy officials presented her with a contract requesting that she turn over all the materials related to her market to the City of Katy.
In return, they would pay her $15,000 and give her a year to train city employees to do her job.
"Because I couldn't sign it, they did not let my request to close the streets on the agenda. And if I can't close the streets, I can't have the market, so the market's gone," Proctor said.
Long-time vendors at the Katy Market Days said they feel it's an attack on local small businesses.
"It's wrong in every sense," Megan Morgan, who owns a furniture store in the town square, said. "This has caused a huge divide in the Katy community."
Morgan said she and many of the current vendors do not plan to work with the City of Katy in their new market.
"I think it's time for the city to have a sanctioned city event. That's what we've done," Hebert said, remaining unapologetic.
So Proctor is planning for her last Market Days on Saturday.
"Why fix something that's not broken? Why take something and change it?" Proctor asked.

The greater Katy area is full of festive fun where families can easily find the holiday spirit. From inflatables, lights, to syncronized shows that will amaze and inspire dad to up his game; Katy families don't have to go far to find incredible holiday lights. Christmas Katy (MAP IT!)
One of Katy's most beloved decorated house shows is back. Shows 5:30 p.m. until 9:00 p.m. Sunday thru Thursday. Friday and Saturdays 5:30 p.m. until 10:00 p.m. Learn about their show and how they set it up each year on their website.
The Light Park (MAP IT!)
Located in the Typhoon Texas parking lot, Katy families can stay in their vehicle and enjoy a thrilling syncronized light show. The park is open now through January 5, 5:30 p.m.-10:00 p.m. (Sunday-Thursday.) 5:30 p.m.- 11:00 p.m. (Friday-Saturday.) It's $50 per vehicle. Learn more at their website.

Pin Oak Subdivision (MAP IT!))
A long-time Katy favorite, this well-established neighborhood very near Katy Mills Mall on Kingsland Blvd. just south of IH-10 has become famous for their all-out, Griswold-style Christmas displays. Several homes even have lights timed to popular songs that can be enjoyed when you tune in to a certain frequency, and car lines back up for almost half a mile to see the show. It's worth driving through to see all the homes that are able to spread some holiday cheer!
Pecan Grove (MAP IT!)
This Fort Bend County neighborhood located off 99 in Richmond is well known for it's extravagant Christmas lights displays! Some homes are even synchronized with music! All of the residents are encouraged to participate in the annual Christmas light contest making things really fun. Holiday hayrides are offered on weekends, and depending on the night, you might even run into Santa!
River Oaks Christmas Lights (MAP IT!)
Houston's upscale neighborhood is said to be the best of the best! Every year, residents spend upwards of $100K decorating their homes for your viewing pleasure. Gorgeous trees wrapped in twinkling lights, stunning mansions cascading with beauty, it is quite a sight to see! Visitors welcome, but please be mindful of the rules of the road as River Oaks has it's own security in place and will be on patrol throughout the neighborhood. It's free, and invites you to visit all streets!
Woodland Heights (MAP IT!)
It's a bit of a drive, but you can certainly make a day of shopping and Christmas fun out of it! This area of the Heights is known for it's Christmas lights. The neighborhood will be hosting Lights in the Heights, Saturday, December 8th 6-9pm. Take in the lights and the sounds as you stroll along beautifully lit streets while enjoying holiday musical performers on front porches. Road closures and entertainment will be on Bayland Avenue and Woodland Street. Northill Street between Highland Street and Euclid street will also be included. Lights in the Heights is free to attend.
The Johnson's Christmas Corner- Cypress (MAP IT!)
The Johnson family of Cy Fair is a local Christmas lights viewing tradition. They have Christmas in their hearts and ready to share it with families all over Houston. They hope to have their lights and show ready this weekend. Once ready enjoy multiple themes accompanied by 77,000 lights, music, snow machines, a live Santa Clause that you can chat with and more. Phi-le Dinh Nguyen is charged with two counts of first-degree felony arson, aggravated assault against a public servant and aggravated assault with a deadly weapon.
KATY, Texas — A Katy-area man faced a Houston judge Monday morning on charges of arson and aggravated assault.
Phi-de Dinh Nguyen, 46, was arrested on Oct. 23, after neighbors on Brighton Hollow Lane said he set their homes on fire and threatened them with a sword, according to court documents.
Nguyen is charged with two counts of first-degree felony arson, aggravated assault against a public servant and aggravated assault with a deadly weapon.
Prosecutors said a woman received an alert that her house was on fire. Jackie Gray said she ran outside to try and put the fire out with a hose.
“Most definitely some craziness," Gray told us.
She said her surveillance camera showed Nguyen pouring a can of gasoline on the side of her house and setting the fire.
“You know, I caught him doing it on film – I came out, I confront him about it, he admitted it and then after he thinks that my home was going to burn down -- I was able to contain the fire – he tried to come back, you know, with a sword to attack me," Gray said.
Video shows Nguyen pouring a liquid outside her garage while holding a Samurai-style sword and smoking a cigarette.
You can also hear Gray yelling at him.
“Oh my God, I got my kid in the house!”
Nguyen is also accused of threatening a Harris County deputy with the sword. The deputy then Tased Nguyen and arrested him.
His total bond on all four charges was set at $200,000.
Judge Danilo Lacayo also had a stern warning for Nguyen.
"If you violate your bond conditions, just one of them, one time, I will zero bond you, I will never give you another bond and you will be in the Harris County Jail until your trial date or until your case is resolved, are we clear?" the judge told him.
Gray said she hasn't had other issues with Nguyen but other neighbors said he's known for odd behavior. We've learned deputies had been called to his house before.
Gray and her neighbors are praying he is unable to post bond.
“I mean, I fear for my life – not only my life, my neighbors’ lives," she said.
Judge Lacayo also ordered that Nguyen undergo a mental health evaluation.
