LAREDO, Tex. (KGNS) - Five individuals were arrested in November for allegedly impersonating security officers at United Independent School District (UISD) campuses. The suspects were employed by Eyeview Security & Investigations, a third-party vendor hired by the district.

On November 21, UISD issued a statement confirming an investigation into Eyeview Security. The statement did not detail the investigation’s specifics but mentioned that the security company was only used on an as-needed basis at district campuses.

UISD Board Member Javier Montemayor explained that the company had been providing security services for nearly a decade. He said, “When we don’t have sufficient security guards, then we look at our third-party contractors and we ask them to fill those positions as needed. We don’t always use them, but when we do, we expect that they are going to have the proper documentation.”

Montemayor also clarified that Eyeview was required to present its license and certification before being awarded the contract. “We were informed in November that DPS [Department of Public Safety] had conducted an audit and investigation into one of the security companies there, and they found potential violations... it has to do with documentation and the credentialing of the security officers, whether they were properly authorized to be security officers.”

On November 20th, the Texas Department of Public Safety (DPS) and Texas Highway Patrol Troopers conducted security guard compliance checks at several UISD schools and offices in Laredo. During the checks, five individuals were allegedly found acting as security officers without the necessary licenses. The suspects were identified as Luis Miguel Luna Castillo, Karina De La Cruz, Estrella Gonzalez, Maria Rangel, and Manuel Ortiz.

All five were charged with violating the Texas Occupations Code for impersonating a security officer and were taken to the Webb County Jail.

While the investigation continues, Montemayor assured parents that the district’s contract with Eyeview has been suspended. Moving forward, he emphasized that UISD will likely hire its own security personnel. “We are going to probably go and hire our own security guards, make them part of the UISD team, and stop using as many security guard companies that we contract with,” he said.

KGNS has confirmed that four of the five suspects are currently out on bond. The investigation remains ongoing.

The Canadian Pacific Holiday Express is set to pass through part of Texas this December.

The 2024 Holiday Express train will return with Santa Claus and his elves visiting 13 communities in Louisiana, Texas and Mississippi. This is a festive six-car train that will spread holiday cheer.

This year features a stop in Port Arthur on Thursday, Dec. 12 and a stop in Laredo on Saturday, Dec. 14. There are also a number of other stops in Mississippi and Louisiana throughout its two week route that will begin Nov. 30 and end Dec. 14.

According to the Canadian Pacific Holiday Express Q and A page, at most stops, visitors can board the train, meet Santa and his elves and tour the inside of three cars of the festive six-car train. Please check the schedule to find the locations where walk-through tours are available, as space is limited and reservations may be required. The Holiday Express is free to the public at all of its stops.

The Holiday Express works alongside the Canadian Pacific’s Holiday Train which runs through both Canada and the United States from Nov. 21 through Dec. 20. This train Every year since 1999, the Canadian Pacific Holiday Train has toured Canada and the United States, bringing performances and holiday cheer to various locations across North America.

Since 1999, the Holiday Train program has raised more than $24.3 million and collected over 5.3 million pounds of food for North American food banks. All donations raised at a Holiday Train stop remain in that community.

When the train is moving, train viewers are advised to stay at least 50 feet away from the tracks at all times. The Canadian Pacific Holiday Train does not offer rides to passengers.

McALLEN — Laredo residents are free to use their water after an 11-day boil-water notice expired earlier this week.

City officials announced the end of the warning and pledged to address the factors believed to have caused the city’s water crisis. Those factors include illegal connections to the city’s water system and decades-old pipes that must be replaced.

Laredo Mayor Victor D. Treviño announced the city would start an amnesty program for illegal water connections to encourage residents to come forward about possible violations after the city identified more than 200 bad or illegal connections throughout their investigation.

People who report illegal connections during the amnesty period will not face fines or penalties.

"Since there were over 200 violations found just in the central Laredo area alone, I believe that stands to reason that there are many more in the city," Treviño said during a news conference Wednesday.

The city lifted the water boil notice for the entire city on Monday after having it in place since Oct. 10. It was first put in place when E. coli was discovered in the water. A city of more than 256,000 people, Laredo is one of the most populous to issue a boil-water notice after Houston did so in 2022. It is also the latest in Texas to deal with the consequences potentially caused by outdated water infrastructure.

During the investigation, city officials identified outdated water pipes throughout the entire city as a possible factor in the water crisis.

More than 30% of their water lines are over 50 years old, said Laredo City Manager Joseph Neeb, adding they intend to replace those pipes.

"Now that we are discovering the magnitude of the issue, our goal is to help correct that," Neeb said.

Treviño reiterated plans to provide rebates for residents on their water bills and provide financial assistance to businesses. To keep the public informed, the city is also planning a series of town hall meetings, the first of which is tentatively scheduled for Nov. 7.

Amid the fallout from the contamination, the city utilities department remains in a state of flux. Arturo Garcia, the city's assistant director of utilities, resigned from his position last week.

The city declined to provide more details on Garcia's resignation but Neeb had said the utility department had been in the midst of restructuring.

To lead the department, the city council approved a six-month, $200,000 contract with Strategic Government Resources, a consulting group, to provide an interim utilities director and provide a report on how the department can improve.

They also hope to fill other needed positions including inspectors and engineers.

"Now that the emergency is over, the real work begins," Neeb said.
