RIVERSIDE COUNTY, CA — Santa Ana winds with gusts up to 60 mph will pose hazards across parts of the Inland Empire this week, according to the National Weather Service.

The windstorm forecast across the region Wednesday and Thursday prompted the agency to issue a red flag warning for heightened fire risk, an air quality alert due to blowing dirt and sand, and a high wind warning across western Riverside County.

"Gusts 40 to 60 mph are expected into the Inland Empire, with the strongest winds below the Cajon Pass," the NWS said in a statement. "There will be two peaks in the winds — one early Wednesday morning and another Wednesday night into Thursday morning. The first peak ... looks to be more confined to Orange County, the San Bernardino Mountains and the Inland Empire. The second peak Wednesday evening into Thursday looks to be more widespread."

It's the second Santa Ana wind event this week, on the heels of a fleeting one Monday.

Northeast winds will generally average 20 to 30 mph Wednesday. Forecasters said relative humidity throughout the region will plunge to 10%, resulting in bone dry conditions and increasing wildfire danger.

A red flag warning is in effect from 4 a.m. Wednesday to 11 a.m. Friday, while a high wind warning has been posted from 6 a.m. Wednesday to 2 p.m. Thursday.

"Winds will gradually weaken Thursday afternoon into Friday, with lingering gusts of 35 to 45 mph possible Thursday night and Friday morning ... below the Cajon Pass into the Inland Empire," the NWS stated.

Forecasters said a cold front swinging across the state on the trailing edge of a trough of low pressure will cause the windstorm. While there's no precipitation associated with the trough in California, it's expected to create instability farther east once it pushes into higher elevations, producing rain and snow.

As a result of blowing sand and dust, an air quality alert is in effect across western Riverside County and the Coachella Valley.

Temperatures in the Riverside metropolitan area Wednesday and Thursday will peak in the upper 60s, with overnight lows in the low 50s. For Friday and the weekend, the mercury will rebound, climbing back into the mid-70s during the day and dropping to the mid-40s at night, according to meteorologists.

In the Coachella Valley, daytime highs Wednesday and Thursday will be around 70, with lows in the mid-50s. For the rest of the week, daytime temps will return to the low 80s and nighttime lows in the upper 50s.

The temperature band in the Temecula Valley will be aligned with Riverside metro this week.

RIVERSIDE COUNTY, CA — The polls have closed, and the Riverside County Registrar of Voters said it is committed to providing timely and accurate updates throughout the election process.

The registrar released its schedule for reporting Election Night results — and the ballot-counting results that will come in the following days. Here it is:

First Tabulation (Approximately 8:20 p.m. Nov. 5): The initial results tabulation will encompass vote-by-mail and unscanned vote center ballots received prior to Election Day. These results are expected to be issued at approximately 8:20 p.m. Nov. 5 and Patch will publish the data. (Note: Patch is not using the registrar's test pilot results, but is instead relying on the office's official static results.)

Second Tabulation (Approximately 9 p.m. Nov. 5): Following the first tabulation, the second results tabulation will include any vote-by-mail ballots processed after 8 p.m. Nov. 5 and any vote center ballots received before 8 p.m. Nov. 5. These results are anticipated to be issued at approximately 9 p.m. Nov. 5 and Patch will publish the data.

Vote-by-mail ballots dropped off on Election Day, and conditional voter registration (CRV) ballots will be verified and counted in the days following Election Night. In addition, any vote-by-mail ballots delivered by the postal service, postmarked on or before Election Day and received by Nov. 12, 2024, will be verified and counted.

Election results will continue to be updated daily (excluding Sundays) until all ballots are counted, according to the registrar.

This will take at least a week, but official vote counting will continue until late November or early December as election officials work to resolve any issues with ballots cast before the deadline. For example, if a voter’s signature does not match the signature on their voter file, election officials will reach out to the voter to resolve the issue before votes are certified.

The last day for county elections officials to certify election results is Dec. 5.

As of Monday, approximately 1,445,849 ballots were issued in Riverside County with approximately 526,353 have been returned "good," the registrar reported.

RTA to operate service for at least 2 years

Three all-electric driverless shuttles will begin operating in Riverside in January, city officials announced Tuesday.

The zero-emission autonomous shuttles will be operated and maintained by the Riverside Transit Agency as part of a two-year trial run to complement its existing bus service.

When the vehicles hit the streets, RTA will become the first public transportation agency in the U.S. to operate fully electric autonomous shuttles.

The shuttles seat eight and are capable of reaching speeds of 31 mph, but will probably operate closer to 15 mph, depending on traffic and chosen route. The city is considering deploying them at UC Riverside, downtown and near the local airport, among other options.

Officials said the shuttles will “move people around the city, at no cost to the public, emitting no emissions and improving air quality by taking cars off the road.”

It’s a plan that’s been in the works for more than a year, as Riverside agreed to purchase the vehicles last November and work with the manufacturer in bringing its headquarters to the Inland Empire.

The electric shuttle vehicles are built by Ohmio, a New Zealand company that established its new headquarters in a facility near the Riverside Airport as part of the purchasing agreement.

The move also saw Ohmio designate Riverside as its official point of sale location, meaning each vehicle the company sells will generate local sales tax revenue. At a price tag of more than $300,000, each sale will generate over $26,000 for the City of Riverside.

That beneficial arrangement also allowed the City to procure the vehicles at a discount.

Originally, Riverside spent $2.5 million to purchase the three vehicles and help Ohmio move to Riverside.

With $1.5 million combined contributions from RTA and the South Coast Air Quality Management District, the price is now estimated to come in around $1 million, which City officials say will be recouped from future sales through sales tax in about four years.

Last year, officials estimated that the Kiwi EV company would manufacture between 550 and 750 vehicles over the first five years in Riverside. The shuttles will be the first “end-to-end” all-electric autonomous vehicles to be manufactured entirely in the U.S., officials said at the time.

Riverside Mayor Patricia Lock Dawson described Ohmio as an industry innovator at the “forefront of this exciting transportation technology,” and said RTA was the perfect local partner to operate the first-of-its-kind service.

“This agreement with RTA means we will have a trusted local partner putting these vehicles on the street, helping the agency fill gaps in transit usage and contributing financially to the success of the effort,” Lock Dawson said.

Ohmio says the move to Riverside will lead to the creation of about seven new jobs, including engineers and technicians, in the first year and as many as 25 by the third. City officials say they believe each job added in “advanced manufacturing” will generate additional jobs further down the pipeline in other industries.

“This agreement is a win for everyone,” said Riverside Mayor Pro Tem Jim Perry said. “RTA gets a new tool in its transit toolbox, Ohmio gets to show off its vehicles on United States soil, and the City remains a leader in innovation while defraying a chunk of the initial costs.”

City leaders and RTA hope to have the shuttles in operation by January of next year. But before service can begin, the chosen routes will need to receive approval from the federal government.
