Elections in Orange County’s 34 cities will determine mayors, city council seats and local measures. Dana Point and Mission Viejo have city propositions to address short-term rentals while a “yes” on Santa Ana’s Measure CC would enact renter protections. Also on the ballot in Santa Ana is a city charter amendment that would allow, by the November 2028 general municipal election, non-citizen city residents to vote in all city municipal elections. The city of Orange, in addition to elections for a mayor, treasurer, city clerk, three City Council seats and a vote on a proposed sales tax, has a measure that would allow fireworks in areas that aren’t at high risk for fires.
School districts
Results for school district board races across Orange County, including those for community colleges, are in. Also on ballots are 10 school district bond measures. On most of the measures, a “yes” vote authorizes millions in bonds to fund repairs, upgrades to school facilities and career-readiness programs.
Water districts
Twelve races for irrigation and water district board members will be decided by voters in Orange County.

As Southern Californians faced the known gusts of the Santa Ana winds this week, a familiar reminder of the region's vulnerability to wildfires was underscored once again. The National Weather Service had warned the area of a red flag status due to the arrival of strong, dry winds beginning Sunday night and lasting through Monday afternoon, especially impacting Los Angeles and Ventura counties. "Northeasterly winds gusting 55-80 MPH in the mountains and 35-55 MPH across the valleys are expected at the peak of the Santa Ana event," forecasters highlighted, as stated in a report by FOX LA. The agency cautioned that such conditions could significantly exacerbate the spread of any new fires.
In preparation for the winds, residents like Arnie Padilla of Burbank found themselves on edge, not only due to potential damage to property but also due to electrically induced fires. "I have to be up all night checking," Padilla conveyed to ABC7, emphasizing the personal vigilance required in such times. The caution was mirrored by Captain Sheila Kelliher of the Los Angeles County Fire Department who urged the public to avoid activities like yard work that might trigger sparks in the windy conditions.
Warnings were not restricted to the early part of the week. NWS Los Angeles hinted, via social media, at not just one, but two Santa Ana wind events. After the initial surge, they forecasted a "second potentially stronger/more widespread #SantaAnaWind event on track for Wed/Thu," elaborating on the continuous threat posed to the Southern California regions, according to NWS Los Angeles' X update.

With a forecast containing moderate to locally strong winds and very low humidity levels, between 10-25%, the stakes were heightened. Critical fire weather conditions were anticipated for parts of Ventura and LA counties this week. "Critical #FireWx conditions expected for parts of #SoCal (Ventura/LA counties) Sun night/Monday," stated NWS Los Angeles in a separate post. They noted the already present dry fuels laying the groundwork for rapid fire spread, should a spark catch. With the strong winds, relative humidity is projected to drop into the teens, and low 20s. With the notion of stronger Santa Ana winds possible come Wednesday and Thursday, the magnitude of vigilance required by residents and fire departments alike, was firmly set against the backdrop of a heated, wind-lashed landscape.

Here’s where Santa Ana voters stood on a few key ballot measures that could shape the city’s future when it comes to rent control, noncitizen voting and raising city council compensation, according to initial counts on Election Night.
Results as of 11:30 p.m. Tuesday showed 55.20% of voters were in favor of a local rent control ordinance that caps what landlords and property owners can raise on residential rents. Meanwhile, 44.80% of voters were against the measure – a 4,615 vote margin.
Roughly 62.45% of Santa Ana were against giving noncitizens a say in their local elections, while 37.55% were for the measure – a 11,081 vote margin.
Tallies at 11:30 p.m. also showed 65.79% of voters were opposed to raising City Council compensation for future elected officials. 34.21% were in favor of increasing pay for city leaders – a margin of 13,674 votes.
The rent control measure – Measure CC – if passed, would require voters to approve any changes to the city’s current rent control ordinance.
Supporters of rent control argue that the citywide ordinance gives families and seniors a chance to live comfortably in Santa Ana amid a statewide housing crisis.
Councilmembers Thai Phan and Johnathan Hernandez along with Orange County Supervisor Vicente Sarmiento voiced support of the rent control measure.
Opponents say capping the amount that landlords and property owners can raise rent does not solve long-term housing concerns.
Councilman Phil Bacerra has signed and publicly backed opposition to the ballot measure enshrining the citywide rent control ordinance.
If the noncitizen voting measure – Measure DD passes – it would make Santa Ana the first city in California to allow for noncitizens to vote, including for city council and future ballot measures. This does not include votes for state and federal races.
The city council pay measure – Measure FF – could rewrite the city’s municipal code to make city council salaries at a fixed rate equal to 33% to that of an Orange County Superior Court Judge, roughly $78,000.

Some Santa Ana officials argue that raising the base pay would draw in more people to run for City Council, including Councilwoman Phan and Councilman Bacerra.
If passed, Santa Ana would be one of the first Orange County cities to pay elected officials as full-time politicians, something similarly sized cities like Anaheim and Irvine do not do.

Strong northeasterly winds will howl through Southern California, igniting a wildfire risk not seen for years in the region, AccuWeather meteorologists warn.
Southern California is prone to wildfires significantly during the fall season and it’s due to the presence of Santa Ana winds.
Strong northeasterly winds, known as Santa Ana, will howl through the mountains and canyons of Southern California from Wednesday to Thursday, igniting a wildfire risk not seen for years in the region, AccuWeather meteorologists warn.
The combination of building high pressure over the Northwest and strong winds at the level of the atmosphere where jets fly over the Southwest will create a moderate Santa Ana event for Southern California.
"The winds will increase later Tuesday night and then continue through Wednesday and into Thursday, AccuWeather Senior Meteorologist John Feerick said, "The strongest winds will be on Wednesday."
Northeasterly winds will frequently gust to 50-60 mph, but powerful gusts in the neighborhood of 80 mph are forecast in the mountains with an AccuWeather Local StormMax™ of 100 mph.
Gusts this strong can lead to property damage and cause significant damage to poorly built structures, Feerick warned.
"The big risk will be a major surge in wildfire potential not experienced in recent years, with the possibility for power lines coming down, causing sparks and igniting fast-moving blazes," Feerick said.
The National Weather Service's Storm Prediction Center has issued its highest tier of fire risk--Extremely Critical--including in Santa Clarita, Thousand Oaks, Simi Valley, Camarillo and Moorpark, California. This is the first extreme fire risk issued in California since December 2020.
"The Santa Ana winds will be problematic in portions of Orange, Ventura, Santa Barbara and northwestern Los Angeles counties," Feerick said, "Much of the Los Angeles metro area sits in a bowl-like formation and will be somewhat protected from the strong winds."
Gusts will roar over the ridges and passes and on through the northeast- to southwest-orientated canyons to the Pacific coast. In addition to the fire risk, there is the potential for high-profile vehicle rollovers and areas of blowing dust that can suddenly reduce visibility.
Any wildfire that breaks out has the potential to rage out of control almost immediately and move extremely fast, putting a considerable number of lives and property at risk.
The Santa Ana winds will diminish later Thursday, and the threat of new fires igniting will ease. However, any wildfires that break out may continue over the weekend.

Today, public libraries, cities, OC Parks and community centers are offering residents Halloween events and activities – funded by public tax dollars.
Halloween has roots in the Celtic festival of Samhain, an ancient religious holiday where pagans dressed in costume to ward off ghosts. All Saints Day, which designated Nov. 1 as a day to honor saints in the eighth century. As the event began incorporating pagan traditions over time, the evening before Nov. 1, All Hallows Eve, grew into the Halloween celebration
Here are a few noteworthy free events happening today.
Thursday, October 31
“Spooky” Plants Hike
Take a hike in the Red Rock Wilderness and learn about the local ecosystem.

Halloween at the Library
Celebrate Halloween at the Placentia Library. Go to the Information Desk in costume and receive a game and “goodies.” All ages are welcome to the program, which lasts all day.

Candy Corn Succulent Craft
Children ages 3-12 are invited to work on a Halloween craft at the Buena Park Library. The craft is available while supplies last, anytime during the library’s open hours.
The Buena Park Library will pass out candy from 5:00 p.m. to 7:00 p.m. to trick-or-treaters.
