Virginia casino update: Bristol, Danville casinos preparing to open; Norfolk to break ground

BRISTOL, Va. — When the Hard Rock Hotel & Casino Bristol opens Nov. 14, it will be the second of Virginia’s four permanent casinos approved four years ago by voters and the first with an attached hotel.

In November 2020, voters in four cities — Bristol, Danville, Norfolk and Portsmouth — approved establishing a single casino in each city with the expectation the operations would create jobs, generate economic growth and substantial tax revenues for the localities and state.

Portsmouth’s casino opened in 2023 and the Danville casino is now expected to open by the end of this year. The repeatedly delayed Norfolk casino project is now expected to break ground this month and open in late 2027.

Next month, voters in Petersburg will have their say on the future of the state’s fifth and final casino license after Richmond twice rejected plans there.

Pending what happens in Petersburg, casino gaming in Virginia has already attracted some of the world’s best known, most successful casino operators — Hard Rock International, owned by the Seminole Tribe of Florida, Boyd Gaming of Las Vegas, Caesars of Las Vegas paired with the Eastern Band of Cherokee Indians and Rush Street Gaming of Chicago.

A sixth gaming facility, which wasn’t part of the 2020 legislation, is also expected to open later this year with the backing of Churchill Downs Inc.

Bristol

The glittering $500 million, 620,000 square-foot Hard Rock complex is all set to succeed the temporary Bristol Casino, which was the first to open in Virginia, in July 2022.

Workers are busily finishing a wide range of details at the facility which opens in less than four weeks.

Tickets for the kickoff concert featuring country and TV star Blake Shelton are sold out, according to the Ticketmaster website. Shelton is scheduled to perform at 8 p.m., on Nov. 14.

Tickets are available for BUSH, a Grammy nominated rock band scheduled to perform Saturday at 8 p.m.

Just like all other Virginia casino properties, the new Hard Rock casino will allow smoking in the casino gaming area, but not in the dining spaces, Hard Rock Live or the hotel.

The current Bristol Casino, which is located at the rear of the property, will become a designated non-smoking gaming area.

In the 28 months since opening, the Bristol Casino has attracted more than 3 million guests from all 50 states and multiple foreign countries. It employs about 600 since opening and — through a series of hiring events — is building toward a goal of about 1,200 employees by the Nov. 14 grand opening, Hard Rock officials said.

Financially, the casino has paid more than $260 million in jackpots to guests and more than $66 million in gaming taxes to the Commonwealth. In two years, Bristol and 13 other Southwest Virginia localities have divided more than $18 million in gaming tax revenues.

Since opening, the Bristol Casino has realized more than $359 million in adjusted gaming revenue, state lottery figures show.

Broken down, the casino reported $162.6 million in AGR during its first 12 months of operation and $165.3 million for the period from July 2023-June 2024, state figures show.

Those gaming figures far exceed the $130 million per year average gaming revenues cited in the 2019 Joint Legislative Audit and Review Commission study used by the General Assembly in developing the casino legislation.

The arrival of the new casino will mean guests will have significantly more slot machines and table games to play. The Hard Rock casino is scheduled to have almost 1,500 slot machines and over 50 table games compared to the present 900 slots and 29 table games, the lottery reported.

Danville

Caesars Entertainment and the Eastern Band of Cherokee Indians are putting the finishing touches on a $750 million complex including a 320-room luxury hotel, conference center, 2,500-seat entertainment center and casino with 1,400 slot machines, 80 table games, a poker room and sportsbook.

The Caesars Virginia resort will offer a full-service spa, a pool, dining, upscale bars and lounges and entertainment.

The property is scheduled to open in late December. Reservations for the hotel will be available for April 2025, according to the property’s website.

Earlier this week they announced celebrity chef Gordon Ramsay will open a Ramsay’s Kitchen restaurant there later this year.

The 250-seat venue will include a private dining area and an outdoor patio with views of Danville’s Three Sisters smokestacks, according to a statement. Ramsay’s Kitchen at Caesars Virginia will serve breakfast, lunch and dinner.

“Ramsay’s Kitchen brings an elevated dining option not just to our resort, but it brings a world-class option that the region has not seen,” Chris Albrecht, Caesars Virginia senior vice-president and general manager, said.

Caesars Virginia opened a 40,000-square-foot temporary casino in May 2023, which includes 740 slot machines, 25 live table games, 28 electronic table games and sportsbook betting kiosks. It also includes a quick-service restaurant.

It is expected to employ between 900 and 1,300 people.

Danville’s temporary casino generated about $222 million during its first 12 months of operation and attracted about 100,000 patrons per month, organizers previously said.

It also generated about $20 million for the host city during its first year of operation.

Norfolk

Earlier this week, operators of the Norfolk Casino announced plans for an Oct. 30 groundbreaking ceremony for an 8-acre site overlooking the Elizabeth River.

On Oct. 8, the Norfolk City Council approved a development certificate for the casino. That means the Pamunkey Indian Tribe and new partner Boyd Gaming can submit site plans and initiate the development process on the site next to Harbor Park.

The Norfolk project faces a November 2025 state deadline to begin offering gaming, so a temporary casino is expected to open next year.

Back in July, city officials approved a new development plan which includes Boyd Gaming — a Las Vegas-based firm which operates 28 casinos in 10 states and has a partnership with sportsbook FanDuel.

Plans now call for a 65,000-square-foot gaming area with 1,500 slot machines and 50 table games, a 200-room hotel, eight restaurants and a 1,000-space parking garage, according to development documents.

The city of Norfolk forecasts the casino property would generate $290 million annually with an estimated annual total project tax revenue of over $30 million. It is expected to be responsible for 584 direct jobs, 124 indirect jobs and 117 induced jobs with projected annual wages and salaries of over $58 million, according to the city website.

Portsmouth

Rivers Casino Portsmouth became the state’s first permanent casino gaming facility — opening its doors Jan. 23, 2023. While the casino, multiple restaurants and bars, event center and Top Golf are all operational, it doesn’t yet include a hotel. Operators Rush Street Gaming say a hotel is planned but no timetable has been presented.

Currently, the Portsmouth casino works with hotels in that immediate area — including hotels in Norfolk, Chesapeake and Virginia Beach, according to its website.

In its first full year of operations, the casino reported $329 million in adjusted gaming revenue and $11.2 million in food and beverage revenue, a March 2024 lottery report shows.

Portsmouth was forecast to generate an average of $167 million in annual adjusted gaming revenue but that was based on direct competition from a Norfolk casino. Combined, the two were forecast to generate $352 million annually, the study shows.

Petersburg

Earlier this year the Virginia General Assembly and the Virginia Lottery agreed to allow Petersburg voters to voice their interest in the state’s fifth and final casino license.

City leaders designated PPE Casino Resorts Petersburg LLC as its preferred operator. The company is a subsidiary of The Cordish Companies, a Baltimore-based commercial developer specializing in entertainment and gaming.

Its portfolio includes two Hard Rock Hotel & Casino properties in Florida and Live! casino sites in Maryland, Philadelphia and Pittsburgh.

Former Virginia Tech and NFL football star Bruce Smith’s development company is a partner in the project, documents show.

Plans call for a nearly $600 million complex starting with a temporary casino followed by a 200-room luxury hotel and casino to be located south of the city off Interstate 95, according plans submitted to the city.

The casino design includes 1,600 slot machines and electronic table games and 61 live action table games including a 15-table poker room. Plans call for eight restaurants and bars, a 3,000-seat event center and 35,000-square-foot meeting and conference space.

Developers forecast $2.8 billion in economic stimulus to the region, $504 million in tax revenue including $240 million to the city and $201 million in annual economic impact each year after opening.

If approved by residents, the matter still must return to the General Assembly for final approval.

The Rose

There is one more gaming project taking shape, in Prince William County Virginia, which required no voter approval.

The Rose Gaming Resort is being built just off I-95 in the town of Dumfries, near Marine Corps Base Quantico.

The Rose is an extension of Colonial Downs and the seven Rosie’s Gaming Emporiums which operate a combined nearly 2,800 historic racing machines — slots-like games whose outcomes are based on historic horse racing results, according to new owner Churchill Downs, Inc.

Churchill Downs Inc., announced in February it received approval from the town to open phase one of the project, which is expected to cost $460 million, according to a written statement.

Town leaders approved use of 1,650 historical racing machines — that is an increase of 500 machines from the original plan.

“We are excited to announce that The Rose will open with 1,650 HRMs,” said Bill Carstanjen, CEO of CDI, in a written statement. “We are proud to invest nearly half a billion dollars in Northern Virginia and look forward to creating local jobs and a world class gaming destination.”

The facility is to include a 102-room hotel, eight food and beverage options and over 2,540 parking spaces. The company will provide updated development plans for phase two at a later date, according to the statement.

The Rose is estimated to generate $35.5 million in annual tax revenues and result in the development of more than 500 full- and part-time jobs.

Colonial Downs is the only entity eligible to operate HRMs in the state. It is limited to 5,000 and is permitted to operate them at up to 10 “satellite facilities.”

Its sites are located in Collinsville, Dumfries, Emporia, Hampton, New Kent, Richmond and Vinton.

Historic horse racing games were approved by the General Assembly in 2018 and regulated by the Virginia Racing Commission, rather than the lottery. A portion of HHR revenues is dedicated to the preservation of live horse racing in Virginia and supports state agriculture.

Tucked in the Railroad District of Norfolk, Rip Rap is owned and operated by Liam Bell, a former Coast Guardsmen. Homebrewing was a hobby of Liam’s while in the Coast Guard, and since turning it into his career, he hopes to spread his passion of beer to each person that walks in. The theme of coastal waterways is felt throughout the microbrewery. Liam himself painted the interior mural showcasing the Chesapeake Bay’s waterways. Their beers are enticing and ever-changing, so once you find something you love, you may want to stock up.

Twin brothers Erik and Sean Copack grew up in Orlando, Florida before both joining the military. They always had a love for coffee, but their extensive travels around the world broadened their appetite and amplified their appreciation for the coffee bean. Now, veterans, they are creating some of the most tasteful and compelling lattes in our city. Their rotating seasonal flavors are a bit out of the ordinary—butternut/acorn squash craft latte or fig/brown sugar craft latte, for example—but always a hit. They also typically incorporate notes of citrus into their coffee as a tribute to their original sunshine state. Their beloved shop is bursting with plants, and the team is extremely accommodating and friendly. It’s hard not to be an avid Kobros Coffee drinker.

BLYSS Ice Cream owner Bria Suggs Suggs is not only a veteran of the ice cream business, but of the armed forces, as well. An eight-year Air Force vet who grew up in Coastal Virginia and was stationed at Langley Air Force Base, she previously worked at Dairy Queen and went on to start her own frozen treat truck called Shake It Up Shakes. She now operates her own ice cream and dessert shop at 112 Granby St.

Angela Tilley, a 26-year Navy veteran, found a love for pottery during a deployment in Iraq. Post-deployment, she started taking classes in Germany to learn the fine techniques of pottery as well as courses that gave her experience with porcelain and Raku (a technique involving heating pieces at 1,800 degrees F and then creating a reduction environment to achieve unexpected surface decoration on pottery).

After her time in Germany, she brought her new talent to Norfolk and opened All Hands Pottery Studio which offers classes for beginners and beyond. Tilley also offers an open studio for skilled pottery makers and students trying to perfect their practice. These classes make for the perfect team bonding activity or a great date night idea!

Sure, you can enjoy oysters from any coastal town, but have you tried a Virginia oyster? Fall is oyster season, and November is Virginia Oyster Month! Dining at one of Norfolk’s many oyster restaurants will allow you to taste the character of our waters in one quick, complex bite.

With crisp fall air comes pumpkins, full moons and all things spooky. So, head to Velvet Witch, a modern, witch boutique in the Freemason neighborhood where the owner is a psychic medium and professional tarot card reader. After your reading, shop the store for all your incense, crystals, candles and magic supplies. Other local options include Aries Apothecary in Riverview and The Crystal Sunflower in Freemason.

It’s officially pumpkin spice season, but that’s certainly not the only fall flavor around. Visit one of our breweries and enjoy a seasonal brew! Smartmouth Brewery has the Princess, a Märzen (copper lager) that boasts the perfect union of caramel toffee sweetness with warm, toasty maltiness. This is their version of an Oktoberfest beer that is named for the fair and fertile Princess Elizabeth (she birthed 13 royals) and is the namesake of the river that courses through our region, the Elizabeth River. From Sept. 21 to Oct. 5, 2024, Elation Brewery Company is hosting an Oktoberfest celebration where wearing dirndls and lederhosen are highly encouraged.

Attend one of Norfolk’s seasonal farmers markets to find plenty of fresh fall produce including squashes, pumpkins and fall flavored sweet treats like cinnamon apple scones.

Norfolk Botanical Garden is the perfect spot for a stroll with a hot latte to admire fall flowers, which include the popular Chrysanthemum (mums) which can be found in the Matson Garden. Keep in mind that our fall foliage usually does not occur until November, so you can still see green leaves in September and October. Once those leaves start to turn, the experience is nothing short of magical.

Since Norfolk’s temperature is perfect this time of year, it makes for the best time to attend an outdoor waterfront festival. Attend the Town Point Virginia Fall Wine Festival and you’ll find yourself sipping some of Virginia’s finest grapes. That same weekend, you can also peruse paintings, pottery, jewelry and more from artists local, regional and beyond at the Stockley Gardens Fall Arts Festival. Football season has arrived, and our friends at Old Dominion University and Norfolk State University are just waiting for you to cheer them on! Attend one of their home games to feel the Norfolk spirit, or if you’re looking to cheer on your favorite college or NFL team, head to Waterside District. They broadcast the games on massive screens while selling plenty of wings and beer for you to enjoy.
