CHANDLER, AZ — Southwest Gas has agreed to pay a $2 million fine and make safety improvements to settle allegations of utility regulations violations after two major gas leaks in 2021.
One of the leaks led to an explosion at a Chandler strip mall that seriously injured four men. The other leak, in Scottsdale, led to evacuations of nearby homes.
In both cases, the leaks were due to heat degradation of Driscopipe 8000 gas lines, which were not properly mapped in the Southwest Gas system.
For years, Driscopipe 8000 was known to have the potential to become brittle and crack in hot desert environments. The company's website said premature degradationmay occur only when several conditions were involved including the pipe had gas inside, but it was not flowing. The company’s examples included “inactive services” that have been disconnected from a customer for years or a “stub” pipe never extended to a customer.
After a similar 2014 explosion, Southwest Gas had agreed to conduct more frequent leak patrols and expedite the removal of certain sections of the Driscopipe 8000 lines. Those safety precautions did not occur in the areas of the 2021 Chandler and Scottsdale leaks due to the mapping problems discovered in a subsequent investigation.

The new consent agreement between Southwest Gas and the Arizona Corporation Commission is dated October 30, and it is subject to final approval by the commissioners.
Southwest Gas agrees to pay $2 million to the Slate General Fund as a civil penalty, which shall not be recoverable in rates.

For the past three years, there has hardly been a day when a 98-year-old World War II veteran Doug Parker, known as "Mr. Doug," hasn't either stopped by his local Arby's in Chandler, Arizona for lunch or had it delivered to him..

Doug eats the same thing for lunch every day because it's one of the few meals that doesn't make him sick.
"This is the only place I can get a sandwich or get something to anything else to eat that doesn't hurt my stomach," Doug told Fox 10 Phoenix.
"He comes in with a walker, as soon as we see him come to the doors, we try [to] grab the doors for him," Arby's manager Christina Gamage said. Gamage says that he's gone through a lot as a veteran and he doesn't have any family.
So the crew at Arby's have taken him in as one of their own. The employees help Doug open the doors and be seated when he enters the restaurant. They've even given Doug their phone numbers, so if there's ever day he can't make it over, they deliver his order to the retirement home where he lives.
For Christmas 2018, the employees chipped in and presented Doug with a $200 gift card. "He was shocked, hardly had anything to say," an Arby's manager said.
Daniel Maloney, who was eating at the restaurant with his mother that day, noticed the kindness of the Arby's employees and posted about it on Facebook where the story went viral.
"We really enjoy you here and we always want you to come back," the manager said while presenting the gift certificate to Doug, according to Maloney.
The veteran cracked a joke, saying, "I never know if I'll be here the next day, but thank you so much for this," Maloney continued.
"There are so many good people in the world," Maloney wrote. "These employees selflessly put in their own money, so a elderly (sic) man could come in and enjoy dinner on what he never knew could be his last."
After Fox 10 Phoenix picked up the story and it went viral, Arby's decided to give Doug free food for life.
"Let's give him Arby's for life, I have no problem with that," Gamage told ABC News. "We try to go above and beyond for him because he needs the extra love," said Gamage, store manager.

Karanpreet Singh, manager of Sampurna, says, “We started the Dhaba as a family because my father used to work as a chef. Even in India, we had restaurants, and my dad did like truck stops there.”

Singh says there are a few key distinctions between north and south Indian food and that the differences in cultures really influence the cuisine.
“They love to use a lot of oil, you know, ginger, garlic in every single thing. It’s really hard to find food without onions or ginger, garlic in North cuisine.” Singh says about the northern cuisine.
“In the South, there’s one thing different. It’s called Curry leaf. Every dish is with Curry leaf from the potato Curry, from the dosas, from every filling you make,“ Singh says.
South Indian food also includes mustard seeds, which you can taste in the potato stuffing and the vegetable soup called sambar.
There’s a common misconception that all Indian food is hot and spicy. While some dishes can be, Sampurna offers recipes full of flavors that won’t burn your tongue. Although, you can ask them to add some extra heat if you’re looking for it.
The Vindaloo and Chili chicken have a nice kick.
Sampurna’s top-selling dish is the dosa.
“Think of like dosa, like a pancake, like Indian crepes with the stuffing inside,” Singh says.
The dosa is both soft and crispy, making it a great vessel to dip into sambar and coconut or tomato chutney. Dosas are also unlimited during buffet hours.
In addition to being run by family, Sampurna welcomes families.
The buffet is open from 11 a.m. to 4:30 p.m. every day, with the idea that adults can head there for lunch or bring their hungry kids for an after-school meal to fill them up. During the week, the buffet runs $16 and bumps the price to $20 on the weekend.
In the evening, Sampurna serves a la carte dishes like biryani, chili chicken, and Singh’s favorite: Gobi Manchurian.
“It’s nice crispy cauliflower fritter and that’s fried in like a chili sauce.” Singh says.
Other standouts include the Yellow Dal, made with lentils and Curry leaf, and the creamy Palek Paneer, made with spinach and cottage cheese and cooked with onion, tomato and other spices.
The Butter Chicken is also excellent but made with shredded chicken instead of chunks. It’s soft, moist and made with a tomato and butter sauce, so it’s a good choice for those less experienced in eating Indian spices.
The restaurant offers both gluten-free and vegan options as well.

The ACT Phase 1 Unit is equipped with 24 dedicated private rooms for clinical trial participants, a research pharmacy with USP 800 compounding capabilities, a research laboratory capable of complex processing, and a team of highly trained and experienced staff. The unit's patient database is prepared to support studies involving hepatic and renal impairments, as well as healthy matched patients. Additionally, the facility is capable of accommodating subjects requiring hemodialysis, making it one of the most versatile research units in the region.
ACT Imaging is a premier research imaging center, offering advanced diagnostic capabilities, including 3T MRI, MRI-PDFF, MRE, PET/CT, X-ray, DEXA, OPTOS, and Ultrasound.
