Water Damage Restoration in Oakland, CA

A fire that burned in Oakland, California, saw clouds of smoke rising nearly engulfing a busy freeway on Friday.

The Oakland Fire Department said they have largely contained the blaze which began as a vegetation fire and Keller Avenue at around 1:30 p.m. local time.

Video from the scene, filmed by NBC Bay Area, showed smoke billowing over the freeway as firefighters tackled the blaze. Westbound lanes of I-580 were closed Friday, but have since reopened.

The fire moved up the hillside and forced around 500 residents to be evacuated from the Oakland hills around Mountain Boulevard and Keller Avenue. Two residential homes were also damaged as a result of the fire on Friday.

Michael Hunt, a spokesperson for the fire department, told the Associated Press that one of the homes was significantly burnt, while the second had minor flame damage. Fewer than 10 other homes had smoke and water damage.

Oakland Fire Department Chief Damon Covington told local media that no one has been injured as a result of the blaze. The cause of the fire is under investigation.

Newsweek has contacted the Oakland Fire Department for comment via email.

Later on Friday, the Oakland Fire Department said that the fire was around 15 percent contained, having burned through around 13 acres of land. More than 200 fire personnel responded to tackle the fire.

Crews were working on addressing hot spots at the vegetation plot where the fire broke out.

"Incident Commanders are closely monitoring wind patterns and resources," the department said.

The Oakland Fire Department posted on their most recent social media update: "This fire is not yet under control. 13 acres have burned. Fire crews will be on scene working aggressively to fully extinguish this fire for the next 24 hrs or more, likely through Saturday evening, depending on conditions.

"Thank you to all the responding agencies for supporting us today. Your efforts alongside us so far has saved lives and entire neighborhoods."

The National Weather Service issued red flag warnings for much of the Bay Area of California as dry and windy conditions increased the risk of wildfires spreading. The warning of winds of up around 40 miles per hour will remain in place until Saturday.

Pacific Gas and Electric Company (PG&E) warned residents it may need to proactively shut off power for safety to reduce wildfire risk between Thursday and Saturday.

PG&E turned off power to 17,500 customers in 21 California counties, according to their latest update posted Friday.

"PG&E initiates PSPS when the fire-weather forecast is severe enough that people's safety, lives, homes and businesses may be in danger of wildfires," the energy company said in a statement.

"Our overarching goal is to stop catastrophic wildfires by proactively turning off power in targeted areas when extreme weather threatens our electric grid. We recognize that PSPS outages create hardships for our customers and communities. Our sole focus is to keep our customers safe."

A fast-moving vegetation fire broke out Friday afternoon in the hills of Oakland, California, burning at least two homes before firefighters were able to stop forward progress hours after the incident began.

The Oakland Fire Department said the fire was burning in the area of Interstate Highway 580, Mountain Boulevard and Keller Avenue. Initial reports indicated at least four structures in the area of Mountain Boulevard and Maynard Avenue were fully involved, according to the Fire Department.

The fire was initially reported at about 1:30 p.m. and by 1:50 p.m. it had gone to three alarms. A fourth alarm was called at about 2:15 p.m. During that time, winds in the area were measured at around 11 mph with gusts up to 22 mph.

Over 80 firefighters were on the scene along with Cal Fire air support and ground units. The fire advanced to a fifth alarm before forward progress was halted just before 4 p.m. with 13 acres burned. Firefighters said at least two structures were burned as of 6 p.m.

Residents of the Caballo Hills neighborhood north of Highway 580 were evacuated, according to the Fire Department. The evacuations were in effect along Campus Drive east of Stoneridge Court and all homes on Crystal Ridge Court. Residents on Altura Place and Rifle Lane were also evacuated.

Oakland Fire officials later posted an update on the homes damaged by the fire after seeing conflicting reports. As of 5:15 p.m., Oakland Fire said there were two residential homes impacted by flames. They noted that dozens of homes on Maynard, Sanford, Greenridge, Canyon Oaks were threatened during the fire, but not damaged.

At about 2:20 p.m., the California Highway Patrol issued a severe traffic alert because of the fire burning adjacent to Highway 580 and closed all westbound lanes. Firefighters were seen putting out a spot fire next to the shoulder of the westbound lanes possibly started by embers of the fire.

By 3:30 p.m. one westbound lane had reopened; all lanes were reopened by 4 p.m.

The Bay Area was under a Wind Advisory Friday with gusts expected to reach 50-65 mph in higher elevations. The National Weather Service issued a Red Flag Warning for most of the Bay Area and Central Coast because of the critically dry conditions.

There was no immediate word on the cause of the fire.

The fire is burning close to the area of a catastrophic firestorm nearly 33 years ago to the day. On Oct. 19, 1991, a smoldering grass fire that was not completely extinguished reignited and burned out of control in the Oakland and Berkeley hills for days, killing 25 people, injuring 150 others, and burning more than 3,000 homes.

OAKLAND, Calif. – A 5-alarm fire outside of Oakland caused hundreds of people to be evacuated on Friday afternoon as multiple agencies worked to control the blaze.

The Oakland Fire Department said on Friday that it believed its crews had stopped the forward progress of the Keller Fire, which destroyed about 15 acres and burned two homes. As of Sunday, officials said the Keller Fire is 60% contained and crews are expected to aggressively attack the fire throughout the rest of the weekend.

Firefighters said they believe the fire started in the median of nearby Interstate 580 before quickly spreading, triggering dozens of crews to respond by both air and land to try to contain the blaze.

"By the time we got on scene, it had jumped from the front of a house across to a grove of eucalyptus behind the house," Oakland's Fire Chief Damon Covington told FOX 2 Bay Area. "We immediately called for a 2nd, 3rd and 4th alarm. We have resources from around the Bay Area on scene, including Cal Fire air resources. We're in pretty good shape. We still have a lot of work to do."

None of the residents were reported injured, and the fire chief praised the response of neighboring jurisdictions.

During the height of the fire activity, parts of I-580 were shut down, but the freeway has since reopened. Some evacuations have also been lifted, according to officials.

'I'm still in shock'

Delane Sims' family home was one of the two damaged in the fire. The fire blew out her home's front window.

Sims said her husband was at home alone sleeping when the fire reached their home.

"I think I'm still in shock, but most of all, I'm just incredibly grateful to God that my husband's life was spared," Sims told FOX 2 Bay Area. "My husband called me and said, ‘Our house is burning.’ He heard an explosion."

She said it was the heat from the approaching flames that blew out their front window.

"And that's what woke him up so he could get out of the house with just the clothes on his back," Sims said. "Had that not happened, I don't know what would have happened. That's why I'm incredibly grateful that my husband got out of there."

Blaze occurs nearly on 33-year anniversary of deadly fire

The blaze erupted nearly 33 years to the day that a firestorm destroyed thousands of homes and businesses in 1991.

On Oct. 19, a grass fire quickly grew out of control, killing at least 25 people and injuring many more in the hills north of Oakland.

At the time, damages were estimated to be around $1.5 billion, making the inferno one of this nation's most costly fires.

After-action reports completed in the wake of the fire determined that a lack of accessible water played a significant role in the failure of fire suppression efforts.

Conditions were less favorable for fires on Friday compared to more than three decades ago, yet large areas of the state still met the criteria for fire weather alerts.

Diablo Winds maintain fire threat in California

According to the FOX Forecast Center, the combination of northerly to easterly winds and low relative humidity values caused local National Weather Service offices to issue Red Flag Warnings for millions of Californians.

The phenomenon known as Diablo winds was expected to reach 45-55 mph, with locally higher gusts.

PG&E, the Golden State’s largest utility provider, preemptively shut off power to thousands of customers this week to help reduce the threat of wildfires.

The power outages are part of the company's Public Safety Power Shutoff program (PSPS), which is designed to reduce the risk of electrical equipment starting fires.

Farther south, the phenomenon known as "Santa Ana winds" was also expected to impact parts of Southern California.

In addition to the Keller Fire, CAL FIRE reported responding to sizable blazes in both Solano and Riverside counties, but neither had triggered widespread evacuations.

(CN) — The city of Oakland on Tuesday warned the California Supreme Court that the floodgates to "rogue" development would be opened if an appellate court decision in favor of the owner of a parcel of land in the city's San Antonio's district wasn't reversed.

The plot of land, on which sits one single family home, encompasses two lots and a fraction of a third lot shown on an 1854 map of San Antonio, now part of the multicultural, low income area of East Oakland. But whereas the owner, Crescent Trust, wants to split up the lots for development, the city maintains the lots have always been one parcel of land and can't be subdivided based only on an antiquated map.

A First Appellate District panel overturned a judge's finding in favor of the city in 2023 and agreed with the owner that Lot 18 of the parcel is a lawfully separate piece of land under the state's 1974 Subdivision Map Act. The panel ordered the city to issue a so-called certificate of compliance for the lot that would allow the owner to develop it separately from the part of the property on which the house sits.

The consequence would be enormous if the the appellate court's ruling isn't overturned, Allison Ehlert, an attorney for the city told the justices.

"Overnight you're going to have tens of thousands, perhaps even hundreds of thousands, of legal parcels created," Ehlert said. "The effect of that really risks leading to a kind of rogue development within the state."

The purpose of the Subdivision Map Act, the attorney argued, is to foster orderly community development and to protect public health and safety. The thousands of newly created legal parcels for potential development would include substandard lots and lots in undeveloped areas that may require local governments to build out inefficient and expensive infrastructure to support housing there, she said.

"This could lead to significant chaos," Ehlert said. "If all of a sudden we have all these newly created parcels scattered throughout the state, local agencies will have had no say in those subdivisions, they will have had no ability to assess whether that subdivision is consistent with their local plans for growth, whether the subdivision negatively impacts any neighboring property owners' rights."

Crescent Trust, the owner of the parcel in East Oakland, can still submit a subdivision application to the city, according to Ehlert, which may or may not be approved.

Aaron Shechet, a lawyer for the property owner, urged the justices to look at the intent behind the transfers of the house and the land on which it sits from one owner to the next over the years, which specify the individual lots that are part of property.

"When we look at the evidence in the deed and the language used, what did the parties there intent?" Shechet argued. "Did they intent to transfer multiple contiguous lots or they did just intent to transfer one lot?"

This line of argument, however, met with some skepticism from the justices, who observed that the language in the deeds may have referred to "lots" just as a convenient way to describe a property as a whole rather than to indicate a specific intent to transfer each enumerated lot as a separate piece of property.

"It sounds a little self-referential," Justice Martin Jenkins observed. "We look at the specific language of the deed, we know that it reflects lots and blocks, there's a description. I'm trying to understand, if we drill down more, what in particular about the language evidences the intent that you say we should find here."

Moreover, Jenkins noted, the same parcel has been conveyed multiple times as a group with pretty much the same description.

Justice Leondra Kruger likewise wondered how the language of the deed could be used to elicit the intent to transfer multiple subdivided lots solely from what may have been a convenient way to describe one parcel land by reference to lot numbers.

The case before the California Supreme Court should also be viewed, one amicus said, in the context of the housing crisis in the state, where residents are choosing to leave California for other states because they can't afford a home there.

"Because California is in the worst housing crisis in its history, public policy requires that the subdivided lots be treated as legally subdivided lots as California is much in need of lots," Thomas Gearing, a Tustin, California, attorney wrote in support of Crescent Trust. "There are between 133,000 and 424,000 lots that the city of Oakland and the League of California Cities proclaim will be problematic and disturbing for society, but in reality, the lots will be put to good use by We the People, California residents, to help resolve the housing crisis."
