COLLIN COUNTY, Texas — The world of theater may soon grow in North Texas as the city of Frisco and Prosper ISD have plans to bring a performing arts center to Collin County.
The $340 million facility, named the Frisco Center for the Arts, would hold 2,800 seats in its performance hall.
The city and school district said it would collaborate with Broadway Dallas.
“The more arts there are in town, the better it is for all of us,” said Ken Novice, the president and CEO of Broadway Dallas.
Novice said the art community is very close, and he wants to see the new center come to life.
The hall would be able to hold Broadway shows and large touring and community productions.
The city said the community hall will be mainly used by Prosper ISD and will have about 300 to 400 seats.
In a statement, Superintendent of Prosper ISD Dr. Holly Ferguson said the following:
“We are excited about the possibility of partnering with the City of Frisco to provide a world-class educational opportunity for our students. This collaboration would allow our teachers and students to produce campus and district concerts, musicals, and theatrical productions while also participating in Broadway-level productions with outside partners. The potential for our students to learn from and work alongside industry professionals in a state-of-the-art facility aligns perfectly with our commitment to providing exceptional educational experiences. This partnership represents a unique opportunity to maximize resources and create something special for our school community and the broader area."
“It's been a two-decade dream to bring performing arts to our city,” said the Mayor of Frisco Jeff Cheney. “The demand is there, and we know there is just a thirst for performing arts in a venue like this."
He said the city discovered an opportunity to bring the center to Frisco last year with Prosper ISD and it would be constructed in the area where Frisco and the school district meet.
Mayor Cheney said the decision could lie in the hands of voters if the project is placed on a May ballot in 2025 by the City Council.

The Frisco Independent School District is asking voters to consider nearly $1.1 billion in bonds and a $.0294 increase in the Voter-Approved Tax Rate this November.
The district said the VATRE in Prop. A is needed to help pay competitive salaries and keep the district among the most competitive amid rising inflation and stagnant state funding that hasn't increased since 2019. For Prop. B, the district hopes to build a new building for Staley Middle School and make renovations to 20 other campuses that are nearing 25 years of age. Frisco ISD also plans to update its fleet of aging school buses and make infrastructure improvements district-wide.
Prop. C would provide networking infrastructure improvements and replacement devices for staff and students. Prop. D would build a tennis facility that the district hopes could host local and regional events and remove the need for the district to rent a facility for its use.
Voters considering the following propositions will be asked whether they are "for" or "against" each.
Proposition A -- Voter-Approved Tax Rate Election (VATRE).Ratifying the ad valorem tax rate of $1.056900 per $100 valuation in the Frisco Independent School District for the current year, a rate that will result in an increase of 1.92 percent in maintenance and operations tax revenue for the district for the current year as compared to the preceding year, which is an additional $11,500,000.
Proposition B -- $986 millionThe issuance of bonds in the amount of $986,000,000 for school facilities, with priority given to constructing, renovating, updating, maintaining, securing, and equipping school buildings, the purchase of new school buses, and the levy of taxes sufficient to pay the principal and interest on the bonds. This is a property tax increase.
Proposition C - $88.2 millionThe issuance of bonds in the amount of $88,200,000 for district-wide technology improvements and the levy of taxes sufficient to pay the principal of and interest on the bonds. This is a property tax increase.
Proposition D - $11.2 millionThe issuance of bonds in the amount of $11,200,000 for a district tennis center and the levy of taxes sufficient to pay the principal of and interest on the bonds. This is a property tax increase.

HOW ARE TEXAS SCHOOL DISTRICTS FUNDED?
Texas school districts are funded by three sources: Federal money, state money and local taxes. Local taxes comprise two tax rates, Maintenance and Operations (M&O) and Interest and Sinking (I&S), set by the school board. M&O is the money used to pay for the day-to-day operations of a school district, including salaries and professional development, utilities, curriculum, building maintenance, and student services. I&S is the money generated from bonds to pay for new buildings, renovations, security, buses and other large expenses. The I&S tax rate is used to repay the bonds. Funding approved for M&O and I&S projects can't be mixed.
HOW CAN BOND MONEY BE SPENT?
Bond money can only be spent on capital projects like new buildings, renovations, security upgrades, land acquisition, and other non-recurring costs. It can't be spent on salaries, staff, utilities, fuel, or other recurring costs. The money repaid from a bond will include interest over time, generally 30 years. Many districts try to repay their bonds early to save on the interest obligation.
WHAT IS A VATRE?
VATRE stands for Voter Approval Tax Rate Elections. If a district needs to increase funding for salaries, daily operating expenses, or other recurring costs, then they have to ask voters to approve of an increase of the M&O Voter Approved Tax Rate (VATR). Many districts hold VATREs to increase M&O funding because they have a deficit. State legislators have not increased funding for schools since 2019, and with inflation and the addition of unfunded mandates, such as adding an armed officer on each campus, many school districts say they are strapped for cash.
'THIS IS A PROPERTY TAX INCREASE'
A state law requires Texas school districts to include the statement, “This is a property tax increase,” on every ballot proposition. That is true even if the proposition does not increase the tax rate. In their proposals, many Texas school districts say they can issue bonds without increasing the I&S rate. This is often done by taking on new bond debt as old, declining debt is paid off. Read the district's proposal thoroughly to understand whether voting for the bond package will result in a tax rate change. Even without an increase in the tax rate, changes in property tax appraisals could result in a larger tax bill for the property owner.

The two-day grand opening kicks off at 8 a.m. Saturday with a yoga session, and most events start at 9 a.m. Various performances are scheduled throughout the afternoon, ending with a concert featuring the Emerald City All-Stars.
Family-friendly games and activities will continue Sunday at 10 a.m., and various musical and dance performances are scheduled throughout the day.
Weather conditions on Saturday and Sunday are expected to be sunny with clear skies with highs in the low-90s, according to the National Weather Service in Forth Worth.

The new outdoor facility at Hall Park is designed to be “art-focused,” and the centerpiece of it all is the Butterfly Rest Stop, a 65-foot-tall art installation created by sculptor Janet Echelman, who will be giving mini-tours at the park from 11:30 a.m. to 1:30 p.m. Saturday.
Echelman used the same type of fiber that NASA used to tether the Mars Rover, and the art piece “echoes the forms, patterns and colors of milkweed flowers,” according to the city website.
The Kaleidoscope Park Foundation will manage the park’s programming and day-to-day operations.
Shawn Jackson, executive director of the foundation, said the goal is to provide at least 100 days of events for the public. She expects thousands of people to be at the grand opening events throughout the weekend.
“I think that the artwork in the park is something that we don’t really have,” Jackson said. “There’s art in Frisco all over. But I think art in a public park is something that’s extraordinary.”
The 6-acre park is the result of a $40 million-plus investment — $15 million of which came from the city. Craig Hall, Dallas billionaire and founder of Hall Group, paid the remainder of the costs associated with building the park.

In 2021, the Hall Group started constructing a $500 million-plus project to add mixed-used components to Hall Park.
Additionally, the foundation raised money from private and corporate donors for the costs to operate the park, Jackson said.
Jackson said they plan to expand the park in the future. She added the foundation is in discussions with Frisco officials about what the expansion would look like.
Mayor Jeff Cheney applauded the public-private partnership between the city, the park foundation and the Communities Foundation for making the project possible.
Cheney said he thinks the park will attract potential tenants to the area and fit well into the overall identity of the city.
“It’s going to really kind of blend this into a cohesive district,” Cheney said.

Financial services heavyweight TIAA is making rapid progress on its new corporate hub in Frisco.
Roughly 720 employees have moved into the 500,000-square-foot, 15-story building at 3965 North Dallas Pkwy. in recent weeks, consolidating from its office in Lewisville and a satellite location in Frisco. Work on the third, fourth and fifth office floors was completed in July and a grand opening was held in August. Construction on the remaining space is set to be completed early next year, said Ray Bellucci, executive vice president, head of record-keeping and chief administrative officer for retirement solutions.
TIAA — aka the Teachers Insurance and Annuity Association of America — manages around $1.3 trillion in retirement funds for educators. It's long had a presence in North Texas, but its move into a new corporate hub near The Star in Frisco underscores its long-term vision for the region. Executives recently revealed new details about TIAA's local operations, which have been steadily growing in recent years.
About 300 additional employees will transition to the site once the sixth floor opens in October, Bellucci said. Overall, the building has the capacity to hold about 2,300 staff members.
"We decided that Frisco was going to be the city because of talent, the workforce [and] proximity to universities," Bellucci said. "We saw Frisco as an amazing opportunity for us … to consolidate a number of our teams here."
When finished, the facility will serve as a central hub for TIAA’s expanding workforce, hosting client meetings, off-site events and employee gatherings. Nuveen Real Estate, part of TIAA, will manage the property.
TIAA has a hybrid office, with employees coming in three times a week. The Frisco hub is set up to faciliate a productive "ecosystem" for employees, offering a cafeteria, coffee shop, pharmacy and free gym within the facility.
"The size of the training rooms and video conference rooms are such that we can bring large groups of employees together, focusing on redesigning processes, process improvement [and] new technology developments," Bellucci said. "That virtual presence, bringing the other centers together, is so much easier here because of the design of the office."
TIAA chose to open an office near The Star, which is centered around the Dallas Cowboys practice facility and headquarters, because of the area’s thriving business environment and nearby amenities.
When searching for a new site, Bellucci said he looks at a region's diversity, talent pool and access to transportation, among other factors. TIAA embarked on a nationwide search before selecting Frisco.
Bellucci is actively recruiting talent from the Dallas area and beyond: "Our goal is to grow in Frisco from any location." Currently, the firm lists 19 open positions in Frisco on its website, in roles from auditing to real estate.
"I think that the opportunity here is one where we can grow our teams because of the access to talent," Bellucci said. "This is a really good investment for us as a company and just the ability to grow here is a great opportunity for us and our employees too."
TIAA announced plans for the Frisco office in 2022, and the development team including Dallas-based Structure Tone Southwest, Arlington-based Con-Real LLC and Dallas-based Corgan began construction later that year. The estimated cost of development was $110 million, according to a 2023 filing with the state.
In addition to Frisco, TIAA has U.S. corporate centers in New York, Charlotte and Chicago as well as in Mumbai and Pune, India.
TIAA plans to shut down a 1,000-employee Denver office in 2026 and could move some of those employees to Frisco, Denver Business Journal reported in August. But it doesn't appear that any changes have been made yet — TIAA said in a statement that all of the employees are based in DFW.
